About this file
This is a Request for Information (RFI) issued by GSA Assisted Acquisition Services (AAS) on behalf of the Office of the Undersecretary of Defense (OUSD) Strategic Thinkers Program (STP) to conduct market research for identifying entities capable of providing a 12-month Master's Degree program. The program aims to develop strategic thinkers for Combatant Commander Staff, the Joint Staff, and Military Services' Headquarters positions.
The RFI requires respondents to complete an attached questionnaire covering corporate overview, prior/current experience as a prime contractor, and general questions. All responses must be unclassified and submitted electronically to Paul Hemenway and Tim Cosgrove by 11 a.m. Eastern Time on February 14, 2025. The program seeks to develop cross-Service strategic thinkers who can operate in unknown environments, handle unanticipated challenges, adapt non-military developments to security challenges, and engage with civilian and military leaders on strategy development. This initiative stems from a December 2017 Secretary of Defense approval to establish this master's degree program based on OUSD(P&R)'s recommendation.

II. Background The Department of Defense has long recognized the need to develop and appropriately assign “Strategic Thinkers” to Combatant Commander staffs, the Joint Staff and at the Military Services’ Headquarters. In December 2017, the Secretary of Defense approved the recommendation of the Undersecretary of Defense for Personnel and Readiness (OUSD(P&R)) to the Deputy Secretary of Defense to establish a 12-month Master Degree program to produce strategic thinkers.
III. Functional Areas The program is designed to develop cross-Service strategic thinkers who can operate in unknown environments, deal with unanticipated challenges, adapt non-military developments to security challenges, and seek innovative approaches in order to engage civilian and military leaders on the development and conduct of strategy/operations in the broader context of national policy objectives. Graduates of the program will be able to synthesize information and ideas from a wide variety of sources, distinguishing between fact and opinion, to offer well-reasoned conclusions and advice to senior leaders.
