About this file
This is a Sources Sought Response Form for Information Assurance/Mission Assurance and Program Lifecycle Management Framework (PLMF) system administration in support of the United States Air Force Materiel Command Air Force Lifecycle Management Center (AFLCMC-WVV) Executive Aircraft Division (EAD). Responses must be submitted via email to alex.budai@gsa.gov no later than 5:00 p.m. EDT on May 15, 2026. The form requests company information including CAGE code, small business status, socio-economic group classifications, average annual project funding value, and possession of existing contract vehicles (IDIQ, GWAC, or Schedule). Respondents must also indicate whether they hold a Secret Facility Clearance and provide expertise across multiple technical areas including strategic planning and IT/IA/MA analysis, airborne systems, DMSMS, ground systems, mission requirements, cybersecurity analysis, vulnerability assessments, cloud-based PLM/PDM/CDE solutions, and conference planning capabilities.
The form requires vendors to document at least three past performance references from the last five years with similar scope and expertise, each valued at $20 to $30 million annually, along with identification of whether the respondent served as prime contractor or teaming partner. Additionally, vendors must address specific technical qualifications including experience with AWS GovCloud environments, personnel holding Top Secret clearances with Yankee White eligibility, FAA/Military certification experience with Commercial Derivative Aircraft, DevSecOps practices with Azure DevOps and Docker containers deployed in EKS, ARINC 429 avionics integration and cybersecurity testing, RF signal manipulation capabilities, flight simulator integration with hardware-in-the-loop environments, and ARINC 615 data loading processes. The form also evaluates company interest in submitting quotes, teaming requirements, work distribution percentages, data security protocols, and capability to host third-party applications in Impact Level 5/6 environments with FedRAMP High compliance in AWS GovCloud.
