Advanced Research Projects Agency for Health (ARPA-H) Business Innovation Division (BID)

Sources Sought – Morpheus Data Variables and Analysis

I. The intent of this Sources Sought notice is to gauge industry interest, capabilities, and relevant experience to support Advanced Research Projects Agency for Health (ARPA-H) Resilient Systems Office (RSO). The mission of ARPA-H is to accelerate better health outcomes for everyone by supporting the development of high-impact solutions to society’s most challenging health problems.

The RSO objective seeks to support the procurement of data for the Market Overhaul to Reward Public Health Elevation in the United States (MORPHEUS) program Outcome Toolkit.

Specifically, ARPA-H is looking for data variables for four different areas: maternal health, heart attack and stroke risk, opioid overdose, and alcohol-related health harms. This will feed into a dynamic, near-real time Outcome Toolkit. This technology will allow Health Catalysts (MORPHEUS program participants) to calculate the baseline rate of selected health outcomes for a targeted geography. This tool will enable the targeted focus of interventions as well as the ability to evaluate improvements in outcomes in near-real-time.

II. The following are the minimal requirements for ARPA-H to effectively support the MORPHUS program’s data toolkit.

1) The following data variables are required to support the toolkit:

a) Data variables for Severe Obstetric Complications (SOC) eCQM measures for SOC as defined by Centers for Medicare & Medicaid Services (CMS) (Severe Obstetric Complications | eCQI Resource Center (healthit.gov)) o Acute myocardial infarction o Aortic aneurysm o Cardiac arrest/ventricular fibrillation o Heart failure/arrest during procedure or surgery o Disseminated intravascular coagulation o Shock o Acute renal failure o Adult respiratory distress syndrome o Pulmonary edema/Acute heart failure o Sepsis o Air and thrombotic embolism o Amniotic fluid embolism o Eclampsia o Severe anesthesia complications o Puerperal cerebrovascular disease o Sickle cell disease with crisis o Blood transfusion o Conversion of cardiac rhythm o Hysterectomy o Temporary tracheostomy o Ventilation

Above data should be associated with a deidentified unique patient ID and collated with other claims or health system encounters for that patient during the delivery hospitalization and extending 60 days postpartum. Note: This is a modification to the measure as currently specified.

b) Data variables for Atherosclerotic Cardiovascular Disease and Associated 10-year Risk Scores

Specific data variables for all individuals aged 40-70 years of age.

o Blood pressure (systolic and diastolic values) o Total cholesterol o HDL cholesterol o LDL cholesterol o Smoking history (Yes/No) o Diabetes history (Yes/No) o Hypertension treatment (Yes/No) o Statin medication (Yes/No) o Aspirin therapy (Yes/No)

Utilizing the variables above, the vendor will calculate a 10-year ASCVD risk score using the American College of Cardiology/American Heart Association Risk Estimator Plus. This data element will be included as part of the data submission. The variable will be reported as a percent.

o The risk score calculations will incorporate the dynamic nature of individual risk scores by assessing the initial (or baseline) risk score as well as secondary (longitudinal) calculation of risk scores after a patient has applied various interventions?

o Baseline and longitudinal ASCVD risk scores should be associated with a deidentified unique patient ID to enable accurate assessment of changes in risk over time.

c) Data variables for Opioid Overdose

Number of EMS activations for fatal and non-fatal opioid overdoses based on ICD-10-CM codes o Primary impressions, ancillary reasons, and related ICD-10-CM codes will include, but are not limited to:

Poisoning by adverse effect of and underdosing of other opioids (T40.2) Unintentional opioid overdose (X41-44) Opioid overdose due to self-harm/suicide (X61-64) Opioid overdose due to assault/homicide (X85) Any other relevant codes not otherwise specified

d) Data variables for Alcohol-Related Health Harms

Number of EMS activations for alcohol-related events based on ICD-10-CM codes o Primary impressions, ancillary reasons, and related ICD-10-CM codes will include, but are not limited to:

Alcohol intoxication ICD-10-CM code (T51) Alcohol abuse ICD-10-CM Code (F10) Any other relevant codes not otherwise specified

2) Data granularity, coverage, and metadata

Where available, the following demographic information / metadata should be provided in addition to the specific outcome metrics and should be associated with unique deidentified patient IDs. The Vendor should follow the OMB approved race and ethnicity categories o Age, o Sex, o Gender, o Race/ethnicity, o Clinical profile (e.g., immunocompromised, presence of chronic conditions), o Insurance status and type (Commercial, Medicare, Medicaid, Uninsured) o Median Income

Spatial granularity: Minimum Zip3 (first three digits of zip code) o Vendors will modify the geographic level of data reporting based on appropriate privacy standards.

Coverage: All US

3) Data history and prospective timeline

One year of the most recent historical data for each health outcome. Historical data should meet all above criteria, including granularity, coverage, and metadata.

Ongoing monthly datasets (including metadata) for each health outcome. When available, datasets should be aggregated into quarterly and 6-month periods within each health outcome over a 4-year period.

4) Data Format & Transmission

All data should be in a consistent machine-readable data format (either long or wide format).

Vendor will provide all deliverables in a timely manner to recipients designated by ARPA-H, potentially including third-party service providers contracted by ARPA-H (e.g., for the purposes of embedding data into the public-dashboard).

Vendor will ensure deliverables are transmitted or otherwise made available in a manner that is compliant with all appropriate security and privacy standards (e.g., via Secure File Transfer Protocol or download from secure platform).

III. Sources Sought Response Format:

Responses will be evaluated solely for market research purposes only. Consequently, the Government is primarily interested in Qualified Sources providing specific technical details indicating how that source can meet the Government’s needs. Interested parties, at a minimum, should provide the following information:

a) Name of Company and Point(s) of Contact

b) Address, Telephone Number, Fax Number, and Email Addresses(s) of POC

c) Vendor Cage Code & UEI

d) Possess an active sam.gov account

e) The anticipated NAICS Code for this effort is 518210, Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services, with a corresponding size standard of $40.0M. PSC B529, Special Studies/Analysis- Scientific Data.

f) Identify business size, & applicable Socioeconomic Categories and standard size in relation to the proposed NAICS Code, 518210, if under socioeconomic category(s).

g) Concise technical description of the offeror’s capabilities (including systems compatibility) to support Section II above. Indicate which data variables can be provided directly from your company; if subcontracting will be necessary, indicate which vendor(s) each data variable and/or services will be sourced from. Include experience performing patient-level tracking and analysis of the data over a 60-day period; prior direct experience calculating patient-level 10-year ASCVD risk scores on large datasets (<1 million records); and prior direct experience tracking and analyzing patient-level longitudinal maternal health outcomes on large datasets (<1 million records).

h) Indicate if your company would respond to the Request for Quote (RFQ) as a prime or subcontractor and how long it would take to respond to an RFQ.

i) Indicate if subcontracting possibilities exist and/or if all of Section II can be performed by a single vendor. If all the data cannot be provided by one vendor, but will require subcontracting, please indicate how each vendor(s) will be involved.

j) Provide in this response a list (of at least 2) Government contracts/task orders supported currently or during the past 36 months with a brief description of the supply or services provided for the same or similar type of work.

k) Provide in this response any active contracts or agreements with the Government (e.g., GWAC, GSA schedule, BPA, etc.) that may be utilized for this requirement. Include the Government point of contact (name, title, phone and email).

l) Provide a rough estimate or cost range of the annual cost to obtain the requirement and any scale of economy discount pricing for multiple data sets procured. If you have a pricelist, please provide it with your submittal.

m) Indicate how quickly your company would be able to provide the required data and services (e.g.

within XX days of contract award).

IV. Response to this Sources Sought Notice should not exceed 10 pages, single-spaced, 12-point font and 1-inch margins, inclusive of charts, graphs, or other illustrations. All responses to this notice must be UNCLASSIFIED and must be received electronically no later than 3:00 pm (Eastern) on 13 October 2023. Submit responses to elaine.wong@arpa-h.gov and cc mike.smith@arpa-h.gov. Requests received after the due date will not be considered or responded to. When submitting a response, please use “Morpheus Data Sources Sought Notice” in the email subject line. Any responses submitted through different channels or to a different email address will not be considered. The Government will NOT acknowledge receipt of submissions and is under no obligation to provide feedback. The Government will review the responses to assess relevance and potential performance capabilities.
