About this file

This Statement of Objectives (SOO) details a Power Upgrade project for the Space Rapid Capabilities Office's Intermediate Data Room (IDR). The objectives include installing three new 30-amp vertical Power Distribution Units (PDUs), converting eight existing L5-20 receptacles to L5-30 receptacles, performing comprehensive electrical panel work, and relocating a mini-split unit's power supply. The project requires tracing and implementing Lockout/Tagout (LOTO) procedures for Panel H, replacing the existing 125-amp 18-circuit panel with a 125-amp 42-circuit panel, and providing temporary power if work cannot be completed during non-standard hours.

The deliverables include completing the full IDR Power Upgrade according to the specified tasks and providing a minimum of 1 year warranty for all on-site work with access to repair parts. The scope of work emphasizes electrical safety, code compliance, and minimal disruption to existing operations, with detailed requirements for conduit pathways, wire gauge selection, conductor replacement, and ensuring compatibility with the existing electrical system.

STATEMENT OF OBJECTIVES

IDR POWER UPGRADE

Introduction: The Space Rapid Capabilities Office requires an Intermediate Data Room (IDR) Power Upgrade to support its growing power needs on existing network and infrastructure equipment.

Objectives: The objectives of this RFI procurement are to:

1. New PDU Power Installation: Furnish and install all necessary conduit, wiring, and electrical devices to provide power for three (3) new 30-amp vertical Power Distribution Units (PDUs). This includes determining appropriate conduit pathways, wire gauge, and suitable termination methods to ensure safe and reliable operation.

2. Receptable Conversion: Swap out eight (8) existing L5-20 receptacles with new L5- 30 receptacles. This involves replacing all existing 20-amp conductors with new 30-amp conductors of appropriate gauge and insulation rating. The work will require the replacement of all existing conductors to meet applicable codes and standards.

3. Panel H Trace and LOTO: Trace out all circuits connected to Panel H and perform a Lockout/Tagout (LOTO) procedure to ensure safe working conditions during subsequent tasks. Detailed documentation of the tracing process should be provided.

4. Panel Replacement: Remove and replace the existing 125-amp 18-circuit panel with a new 125-amp 42-circuit panel. The new panel must meet all applicable electrical codes and standards and be compatible with the existing electrical system.

5. Panel H Trace and LOTO: Trace out all circuits connected to Panel H and perform a Lockout/Tagout (LOTO) procedure to ensure safe working conditions during subsequent tasks. Detailed documentation of the tracing process should be provided.

6. Mini-split Relocation: Trace out and relocate the power supply for the existing mini-split unit inside the IDR (currently powered from Panel G) to Panel H, which is fed from the UPS. This includes providing all necessary wiring, conduit, and connections to ensure proper and safe operation of the mini-split.

7. Temporary Power Provision: Provide temporary power for the existing facility during the upgrade process if the work cannot be completed during non-standard hours (nights and weekends). This includes providing a suitable temporary power source, distribution equipment, and safety measures to maintain critical operations.

Deliverables:

1. IDR Power Upgrade that meets all tasks aforementioned above.

2. Warranty and Support: a minimum of 1 year warranty for all work accomplished on-site and access to repair parts.
