About this file
This is a Request for Information (RFI) from the Department of War's Air Force Modernization Office (HAF/A5/7) seeking industry insights on International Affordable Mass Munitions capabilities and production strategies.
The RFI addresses the DoW's strategic shift toward Affordable Mass Munitions—a balanced inventory combining large quantities of lower-cost, highly manufacturable weapons with precision-guided systems to sustain high-intensity operations against peer adversaries without depleting premium assets. This initiative supports four strategic lines of effort: defending the homeland, deterring China, increasing burden-sharing with allies and partners, and supercharging the defense industrial base. Respondents must address three key areas: (1) Production at Scale—methods and costs to achieve production of 1,000 or more units annually; (2) Allied Production & Open Architecture—coordination with allies and partners using open architectures such as WOSA and GRA; and (3) Contested Logistics Sustainment—sustaining manufacturing operations within contested logistics environments domestically and overseas. Respondents will complete two questionnaires covering system production, cost, technical performance, exportability, and industrial sector-specific questions. Responses may address all-up-rounds, assemblies, and components as applicable. The information provided will inform DoW requirements and industry engagement strategy for the AFA Air, Space, & Cyber Conference in Fall 2026.

To Our Industry Partner, By now, most of you are familiar with the Department of War’s (DoW) push towards Affordable Mass Munitions. The concept of Affordable Mass represents a strategic shift away from relying solely on low volumes of "exquisite," high-cost precision-guided munitions to a balanced mix that includes large quantities of lower-cost, highly manufacturable weapons. This is intended to ensure the DoW can sustain high-intensity operations against peer adversaries without depleting stockpiles of premier assets.
The United States Air Force and our Sister Services have already made significant advancements towards this goal, upending the old paradigm and opening the door for further innovation. The Secretary of War made clear in the 2026 National Defense Strategy that we must Defend the Homeland, Deter China Through Strength, Increase Burden- Sharing with Allies and Partners, and Supercharge the Defense Industrial Base. Affordable Mass plays a crucial role in each of these four Lines of Effort.
To this end, it’s time to open the aperture. Our mission is to understand how we can field International Affordable Mass Munitions — low-cost, mass-producible, long-range precision strike systems developed and manufactured in close coordination with our allies and partners — in support of the Coalition Warfighter. This Request For Information (RFI) is intended to help us learn about your capabilities, production capacity, and your perspective on three key areas:
1. Production at Scale — How we can achieve production of 1,000 or more units per year and at what cost per unit?
2. Allied Production & Open Architecture — How we can produce these systems in coordination with our allies and partners using open architectures such as WOSA and GRA?
3. Contested Logistics Sustainment — How we can sustain manufacturing operations within a contested logistics environment, both at home and overseas?
In response to this RFI, you will answer two questionnaires. First, we’ll ask some questions about your system’s production, cost, technical performance and exportability. Second, we’ll ask further questions specific to your industrial sector(s). Feel free to provide responses for All-Up-Rounds, assemblies, and/or components as they are relevant to you.
The information and data you share with us today is critical and will directly inform our requirements and industry engagement strategy heading towards the AFA Air, Space, & Cyber Conference this Fall.
We look forward to your insights and thank you in advance for your candid and thoughtful responses.
