About this file
This is a Request for Information (RFI)/Sources Sought Market Research Questionnaire issued by the 502d Contracting Squadron at Joint Base San Antonio (JBSA) – Randolph, Texas. The Government is conducting market research to identify sources capable of providing and installing one (1) SHEETMASTER 100 Roll-Out Shelf Storage System manufactured by Rack Engineering Division. The requirement includes delivery, professional assembly, and structural anchoring of the heavy-duty rack system to a concrete floor slab. The Government is contemplating a sole source award to Atlantic Diving Supply, Inc. (ADS Inc.) to ensure consistency in structural integrity, prevent unpredictable facility damage, and avoid duplication of costs and training. The NAICS code is 332999 with a size standard of 750 employees. Responses are strictly voluntary, and the Government is not liable for any costs incurred by respondents. This notice is for market research and planning purposes only and does not constitute a formal Request for Quote or commitment that a procurement action will be issued. Funds are not currently available.
The SHEETMASTER 100 system is required based on standardization and compatibility with existing equipment of the same make and model. The system features 5,500 lbs per shelf weight capacity and automatic locking safety mechanisms. Respondents must provide technical documentation such as brochures, cut-sheets, drawings, diagrams, and descriptive literature to enable Government evaluation of technical equivalency. All responses must be submitted in writing to Kailah Kraus (kailah.kraus@us.af.mil) in MS Word or Adobe PDF format no later than Thursday, September 3, 2026 at 2:00 P.M. (CT). Respondents must provide company name, UEI#, CAGE Code, GSA Contract number if applicable, business size classification, and points of contact. Respondents will not receive evaluation results or notifications; however, the contracting officer will use the information for technical and acquisition planning purposes.

Mission ~ Wingman ~ Partners
Request for Information (RFI)/Sources Sought
Market Research Questionnaire
The 502d Contracting Squadron at Joint Base San Antonio (JBSA) – Randolph, TX is seeking sources capable of providing and installing one (1) SHEETMASTER 100 Roll-Out Shelf Storage
System (manufactured by Rack Engineering Division) IAW the attached draft SOW. The
Government is contemplating a sole source award to Atlantic Diving Supply, Inc. to ensure consistency in structural integrity, prevent unpredictable facility damage, and avoid the duplication of costs and training associated with introducing a different contractor for this highly specialized footprint. This notice is for market research and planning purposes only and shall NOT be construed as a formal Request for Quote or an obligation on the part of the
Government to acquire any products or services, and does NOT constitute a commitment
(implied or otherwise) that a procurement action will be issued. (Funds are not currently available.)
The purpose of this request for information is to determine the capability/availability of potential sources pursuant to RFO Part 10, Market Research. The associated NAICS for this requirement is 332999, with a size standard of 750 employees. Responses to this notice are strictly voluntary.
The Government is not liable for any costs incurred by interested parties in responding to this request for information. Interested parties are encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately.
DESCRIPTION OF REQUIREMENT: Procurement and installation of one (1)
SHEETMASTER 100 Roll-Out Shelf Storage System (manufactured by Rack Engineering
Division). The requirement includes delivery, professional assembly, and structural anchoring of the heavy-duty rack system to the concrete floor slab.
The SHEETMASTER 100 Roll-Out Shelf Storage System is being requested based on the strict necessity for standardization and compatibility with existing equipment of the same make and model. While market research was conducted to evaluate other heavy-duty sheet metal storage solutions, alternative systems do not share the exact dimensions, weight capacities (5,500 lbs per shelf), and safety mechanisms (automatic locking systems) as the currently installed footprint. Procuring the exact same model ensures form, fit, and function compatibility with our current material handling workflows, safety protocols, and space constraints.
Furthermore, utilizing ADS Inc. for the installation is critical because the SOW mandates professional assembly and structural anchoring into the concrete floor. ADS Inc. is uniquely positioned to fulfill this requirement as they hold the existing blueprints and engineering data for the concrete anchoring. Utilizing the same vendor who successfully executed the previous installation ensures consistency in structural integrity, prevents
Mission ~ Wingman ~ Partners unpredictable facility damage, and avoids the duplication of costs and training associated with introducing a different contractor for this highly specialized footprint.
To enable the Government to confirm the technical equivalency of the proposed equipment, please provide sufficient information for the Government to evaluate, for example, brochures, cut-sheets, drawings, diagrams, descriptive literature, etc. Please ensure your response clearly indicates that the requirements can be met.
Please indicate the NAICS code your company typically claims for type of equipment, if different than NAICS 332999:______________________
