About this file

This is an Industry Request for Information (RFI) issued by the U.S. Air Force on 31 March 2026 for F-15 Engineering Services, known as the Silver Bullets (SB) effort. The government is conducting market research to identify potential contractors with expertise, capabilities, and experience to support F-15 engineering services across all technical areas. The requirement is for short-term engineering projects, typically estimated at less than 1,000 hours per task, with a projected five-year period of performance (basic contract plus four option years) continuing through FY32. These services have historically been performed on a sole-source basis by Boeing under fixed-price (FFP) pricing arrangements, with the most recent contract period lasting 12 months. Reports are delivered via email and Boeing's BPN website, with technical, price, and cost analyses to be performed by the F-15 System Program Office (SPO), Defense Contract Audit Agency (DCAA), and Defense Contract Management Agency (DCMA).

Interested contractors must submit responses by 12 May 2026 to Tyler Law (tyler.law.4@us.af.mil) and Tominica Pines (tominica.pines@us.af.mil). Participation is voluntary and does not guarantee future solicitation participation or contract awards; the government will not reimburse participation costs. Responses must include business information (company name, address, CAGE code, point of contact, and certification status under NAICS Code 541330) and detailed capability assessments addressing nine technical areas: facility capabilities and staff experience; past project experience on similar complexity efforts; military aircraft engineering expertise; troubleshooting and performance improvement on fielded aircraft; testing, simulation, modeling, and risk assessment capabilities; accident and incident investigation support; laboratory and flight testing capabilities; novel and complex aircraft repair design; and technical data and engineering drawing generation. Contractors must also identify any specific requirements that would preclude their participation and confirm DCAA cost and accounting system certification. Both large and small businesses are encouraged to participate, with respondents asked to identify any areas of work suitable for exclusive small business set-asides.

INDUSTRY REQUEST FOR INFORMATION (RFI)

Silver Bullets (SB)

31 March 2026

Note: This questionnaire/survey is for obtaining information only. Companies are encouraged to provide responses to this questionnaire but are advised that their participation is voluntary only. Contractors responding to this Request for Information

(RFI) are placed on notice that participation in this survey does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. Attached is the draft PWS for the F-15 Engineering Services effort requirement and a contractor capability survey, which allows you to provide your company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research.

4. Questions relative to this market survey should be addressed to Tyler Law, tyler.law.4@us.af.mil.

Requirements Description

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the sustainment of all F-15 engineering services areas. All engineering tasks issued within the period of performance are intended to be short-term projects, estimated at typically less than 1000 hours.

The projected period of performance for this engineering service is five-years (basic plus 4 option years) and will continue through FY32.

These services have been performed sole source by Boeing for roughly 25 years, at which point it was with McDonnell Douglas which merged with Boeing in 1997. Over the past several years, F-15 Engineering has used a FFP pricing arrangement, with a most recent 12 month period of performance. Reports are delivered as tasks are completed via e m a i l a n d Boeing’s BPN website. Thorough technical, price and/or cost analyses have been and will be performed as necessary by the F-15 System Program Office (SPO), Defense Contract Audit Agency (DCAA) and/or the Defense Contract Management Agency (DCMA).

A complete description of work is provided in the attached draft Performance-Work-

Statement (PWS): Silver Bullet (SB) Requirements.
