REQUEST FOR INFORMATION (RFI)

Universal Forensic Extraction Device (UFED) with Digital Imaging Software

1. General Information:

a. The Department of the Interior (DOI), Acquisition Services Directorate (AQD) is issuing this Sources Sought Notice as a means of conducting market research to identify sources having an interest in and the resources to provide 185 (QTY) Universal Forensic Extraction Device (UFED) with 12-month software license that provides digital imaging capabilities. Cellebrite and Graykey UFEDs or other brand name or similar devices may be considered by the Government. Further detail is provided in the "draft" Statement of Work (SOW) included as an attachment to this notice.

b. Based on the responses to this Notice and market research, this requirement may be set-aside for small business or procured through full and open competition. We highly encourage all small businesses, in all socioeconomic categories [specifically Indian Small Business Economic Enterprise (ISBEE), 8(a) participants, Small Disadvantage, Historically Underutilized Business Zone (HUBZone), and Service-Disabled Veteran-Owned Businesses (SDVOSB)] to identify their capabilities in meeting the requirement at a fair market price. Small business responses will assist the Government in its determination of whether to set-aside this requirement for small businesses or not.

2. Submission Guidelines:

a. If your company has the potential ability to provide the requested UFED and software under the draft SOW, please provide documentation regarding your capabilities which shall not exceed two (2) pages.

b. The contemplated North American Industry Classification System (NAICS) code for this requirement is 423430 Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. In your opinion, does this NAICS code fit this requirement? If not, which NAICS code and SINs would you suggest and why?

c. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submitted documentation. Your documentation file shall be named and saved as “Company Name, Forensic Device Capabilities.” Please email documentation requested with the subject email heading “RFI Response, Forensic Device” to contracting officer Elsa Aguon at elsa_aguon@ibc.doi.gov no later than July 10, 2024 by 1:00 PM Eastern Standard Time (EST).

3. DISCLAIMER: THIS IS AN RFI ONLY.
