About this file
This Request for Information (RFI) from NASA's Marshall Space Flight Center (MSFC) seeks qualified Design-Build contractors for a comprehensive air compressor replacement project at Facility 4607 on Redstone Arsenal in Huntsville, Alabama. The project involves replacing five high-pressure air compressors (3,500 psi, 1,350 SCFM each) and six low-pressure air compressors (125 psi, 2,200 SCFM each), along with associated air dryers, filtration systems, control systems, and electrical components. The estimated project cost ranges from $8-9 million, with an anticipated contract award in January 2026.
Potential respondents must submit a 10-page electronic response by 12:00 PM CST on August 12, 2025, addressing specific requirements including firm information, bonding capacity, project experience with similar utility plant installations, Design-Build Institute of America (DBIA) best practices implementation, technical skills, key personnel qualifications, and feedback on the proposed phased construction budget. NASA is particularly interested in firms with experience maintaining operational continuity during complex mechanical and electrical system retrofits, with a preference for teams demonstrating integrated design-build practices and personnel with DBIA Design-Build Professional Certification.

SUBJECT: Request for Information (RFI)
Project Title: MSFC Revitalized Pressure & Propellants –Phase 3 Location: Marshall Space Flight Center, Huntsville, Alabama Cost: Estimated to be between $8,000,000 and $9,000,000
NAICS Code: 236210 Industrial Building Construction
Product Service Code: Z2NZ Repair Or Alteration Of Other Utilities
Marshall Space Flight Center (MSFC) is preparing to release a Design Build Request for Qualifications (RFQ) for an upcoming project to be completed at MSFC. The Government’s intent is to utilize Two-Phase Design-Build Selection Procedures (Phase 1 – Request for Qualifications / Phase 2 – RFP) with Best Value Trade-off Source Selection technique considering technical factors and price.
This is a request for information and is not to be construed as a commitment by the Government, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. This notice is not a request for proposal; it is a market research tool being utilized to determine the availability of qualified sources and receive comments on the below scope/description prior to issuing the RFQ and RFP. No questions will be taken at this time. The Government will not pay for effort expended in responding to this request.
Scope/Description:
The National Aeronautics and Space Administration (NASA), Marshall Space Flight Center (MSFC), is seeking information from qualified firms capable of providing Design-Build (D- B) services for the complete design, construction, and phased replacement of central air compressor systems at Facility 4607, located on Redstone Arsenal in Huntsville, Alabama.
Facility 4607 is a critical support asset for MSFC’s research and testing operations and must remain fully operational 24 hours per day, 7 days per week, throughout the duration of the project.
The scope includes the replacement of five (5) high-pressure air compressors, each rated at 3,500 psi with a flow rate of 1,350 standard cubic feet per minute (SCFM), for a combined maximum flow rate of 6,750 SCFM. The scope also includes the replacement of six (6) low-pressure air compressors, each rated at 125 psi with a flow rate of 2,200 SCFM, for a combined maximum flow rate of 13,200 SCFM. The project also involves the installation of air dryers, air filtration systems, control systems, and ancillary equipment such as motor starters, variable frequency drives (VFDs), and necessary electrical components to deliver a complete, integrated, and operable system.
Facility 4607 was originally constructed in 1998 and currently houses high- and low-pressure air compressors, air dryers, pumps, a control room, and restrooms. The compressors included in the project scope have exceeded their expected service life, and the existing controls are reliant on outdated systems that are no longer supported. Due to the facility's essential role, new compressors must be installed and integrated into the existing buildings in a manner that allows operations to remain uninterrupted.
The new compressor systems are expected to meet or exceed the flow capacity of the existing systems. The number of compressors should be the same or fewer than current units, while ensuring that at least two compressors remain operational at all times. Similarly, the new dryers must provide equal or greater flow capacity using the same number of units as the existing configuration. All systems must be compliant with current applicable codes and standards.
This project will be implemented in stages to accommodate budget constraints. The initial stage will include as much of the scope as current funding allows, with the intent to secure additional funding in future fiscal years to complete the remaining compressor replacements. All new compressors must be retrofitted to operate compatibly with the existing equipment until the entire system has been fully replaced.
The required services include full architectural and engineering (A&E) services, pressure system design, and construction services, to be delivered under a single design-build contract. The estimated award date for this potential contract is January 2026.
Requested Information:
Contractors having the capabilities necessary to meet or exceed the stated scope and requirements are invited to submit appropriate documentation outlining their capabilities and qualifications.
Respondents should specifically address the following:
1. General Firm Information
a. Firm Name
b. Point of Contact (name, phone number, and email)
c. Unique Entity ID (UEI)
d. Cage Code
2. Provide the name of your Surety, your firm’s maximum bonding capacity per project, and your aggregate maximum bonding capacity. Documentation should clearly demonstrate that your firm can fully bond and insure a construction project with a magnitude of at least $9 million, consistent with the requirements of this project. Evidence of bonding capacity should be current and issued by a Surety company authorized by the U.S. Treasury and acceptable under FAR Part 28.
3. Provide project experience and past performance data for Design-Build projects of similar size and complexity—specifically, campus-wide utility plants that include both high-pressure and low-pressure compressed air systems. Experience must demonstrate the ability to maintain full operational continuity of existing systems throughout construction activities. Only projects completed within the past seven
(7) years will be considered. For each relevant example, indicate whether the work was performed under a contract as a prime contractor, as a task order within a larger contract while serving as the prime contractor, or through the management of a specialized subcontractor.
4. NASA is seeking firms with documented knowledge, training, and successful implementation of the Design-Build Institute of America’s (DBIA) Best Practices, as required by NPR 8820.2, which mandates the use of the DBIA Design-Build Manual of Practice when the Design-Build delivery method is used. Firms shall provide evidence of successful implementation of DBIA best practices through both project experience and documented internal procedures. Responses should highlight the use of an integrated team approach, with particular emphasis on early engagement of key subcontractors during the project lifecycle.
5. Describe specific technical skills and key personnel your company possess to perform the Scope described above. Specifically, the Government seeks firms who have personnel experienced in complex high/low pressure mechanical and electrical system retrofit construction with phased execution. Personnel with DBIA Design-Build Professional Certification and teams who demonstrate understanding of integrated design-build best practices are preferred.
6. The Government is seeking industry feedback on whether the full scope of the air compressor replacement project at Facility 4607, as described herein, can be successfully executed within a phased construction budget, with the first year estimated at approximately $8 to $9 million. If this budgeting approach is not feasible, please provide supporting documentation and rationale to help the Government understand which specific elements of the project scope, schedule, or phasing constraints could impact successful execution within this budget framework.
7. Provide any additional feedback as necessary.
Response Instructions:
Respondents should electronically submit a maximum of 10 pages to the requests above in Times New Roman 12-point font, excluding diagrams, pictures, or figures, in MS Word document format. All responses shall be sent via email to darlene.greene@nasa.gov, brian.a.speer@nasa.gov and connor.a.mclean@nasa.gov. The subject line shall contain ‘RFI Response – MSFC Revitalized Pressure & Propellants
– Phase 3 – [Company Name]’. Submissions must be received no later than 12:00PM CST. August 12, 2025.
