About this file
This document contains Request for Information (RFI) responses for Wildlife Studies at Marine Corps Mountain Warfare Training Center (MCMWTC) Bridgeport, dated 10 July 2025, specifically addressing grant opportunity N62473-25-2-0003. The RFI responses cover three key questions regarding wildlife survey requirements, including clarifications on study repetition, Sage-Grouse lek surveys, and technical approach documentation submission.
The responses detail that only the first year of the agreement is currently funded, with the Statement of Objectives (SOO) to be met initially. Survey methods can include automated recording units and field observations, with the intent of providing population trends and estimates through multi-year data analysis. For Sage-Grouse surveys, the focus is on the 17.4-acre Sweetwater Airstrip training area, emphasizing occupation during active season training and maintenance restriction dates. Proposals can attach technical approach narratives to standard forms like the R&R Budget Sheet or SF424, with a recommended length of 5 pages or less. The project is associated with the Conservation and Rehabilitation of Natural Resources on Military Installations program (CFDA 12.005) under the Department of the Navy Naval Facilities Engineering Command.

RFI Responses for N62473-25-2-0003 Wildlife Studies at MCMWTC Bridgeport as of 10 July 2025
1. Q: Will each of the various studies need to be repeated each year or only as needed to document population presence? For example, will we need to document populations and habitat for Northern Goshawk, Great Gray Owl, Western Bumblebee, etc. each year, or only once during the PoP?
A: Only the first year of the agreement is currently funded, and the statement of objectives (SOO) will have to be met in the first year. If additional year options are funded, the SOO still needs to be met, but emphasis, survey locations, and survey concentrations may shift to cover arising priorities and adaptive monitoring. Baseline surveys and follow-on monitoring can be accomplished in any way the cooperator sees fit, to include automated recording units or other remote surveillance methods along with field observation methods. Multiple years of funding and POP intend to provide trends and population estimates through the data analysis.
2. Q: Do you know if there are any known Sage-Grouse leks existing in the project area?
A: The Sage-Grouse surveys are required for the 17.4 acre Sweetwater Airstrip training area, which includes a primitive airstrip and access trails that make an ideal lek. Surveys should focus, however, on occupation during active season training and maintenance restriction dates (1 March to 15 July). The intent is to quantify and locate potential disturbance of nesting or resident birds, not to perform presence-absence (already known) or quantify males temporarily drawn in for courtship.
3. Q: I don't see a form or place for an attachment that requires us to submit our technical approach or more detailed narrative. Is this not required? Or should we write it and submit as an additional document?
A: Proposals could contain an additional document for clarification, but it can also be attached to the forms provided. On the R&R Budget Sheet, it can be attached as budget justification in Section L. On the SF424, it can be attached as 20. Pre-application or 21. Cover Letter Attachment. These are unrestricted fields. Please keep technical approach and detailed narrative to 5 pages or less.
