About this file

This is a Request for Information (RFI) from the Department of Homeland Security, Office of Health Security, seeking vendor capabilities for Working Animal Readiness and Response (WARR) Training.

The RFI solicits detailed information regarding organizations' capacity to develop and deliver comprehensive training programs in canine and equine emergency first aid, advanced care, and related medical training. Respondents must address corporate qualifications, overall capability and relevant experience providing working animal medical training at scale (tens to hundreds of courses annually across multiple regions or nationwide), domain expertise in canine medicine/first aid, equine emergency and field care, and EMS/prehospital integration with human medical skills application. The RFI requests documentation of at least three to five relevant federal project references with similar scope and complexity. Vendors must describe their curriculum development approach aligned with evidence-based veterinary guidelines, accreditations, and ability to tailor training for DHS canine handlers, equine riders, and EMS providers operating in high-risk or austere environments. Respondents should detail training delivery models (in-person, hybrid, online), geographic coverage within CONUS, capacity to support 40–50 canine courses and up to 10 equine courses annually, and ability to manage surge or fluctuating demand. The RFI addresses staffing models, instructor qualifications, continuity planning, logistics management, safety protocols, skills assessment and certification methods, reporting capabilities, LMS/training portal functionality, contract structure recommendations, pricing models, risks and constraints, teaming/subcontracting arrangements, federal contract vehicles, and rough order of magnitude estimates. Responses are limited to 2,000 characters per question, and vendors are encouraged to prioritize questions that best showcase core capabilities without requirement to answer every question.
