This is a Request for Information (RFI) issued by the Department of Energy (DOE), National Nuclear Security Administration (NNSA), Defense Nuclear Security (NA-70), Office of Safeguards and Security (NA-71) for market research regarding refurbishment services for Lenco armored vehicles (BearCat models G2, G3, and X3 built between 2005 and 2025).

The NNSA seeks contractors to provide comprehensive refurbishment services for its armored vehicle fleet deployed across five locations: Mercury, Nevada; Oak Ridge, Tennessee; Aiken, South Carolina; Los Alamos, New Mexico; and Amarillo, Texas. Services must be performed at the contractor's facility, except for mobile transparent armor replacement conducted on-site. Required capabilities include certified armor replacement with on-location capability, expertise in gas and diesel engines, transmission and drivetrain systems, steering and suspension, tire and wheel assemblies with run flats, HVAC systems, interior and exterior components, tactical accessories, diagnostic testing, ballistic steel fabrication, Chemical Agent Resistant Coating (CARC) application, and Department of Transportation authority for vehicle transportation. Contractors must use Original Equipment Manufacturer (OEM) or OEM-approved equivalent parts, conduct full operational and safety testing, and assume liability for vehicles in their care. The RFI prioritizes small business responses. The Government intends to award a Blanket Purchase Agreement (BPA) to multiple capable vendors. Responses are limited to ten pages (12-point font, PDF format) and must be submitted to Contracting Officer Brenda Hamilton at brenda.hamilton1@nnsa.doe.gov by 17 July 2026 at 2:00 PM Mountain Daylight Time. REQUEST FOR INFORMATION

DEPARTMENT of ENERGY (DOE)/NATIONAL NUCLEAR SECURITY AGENCY (NNSA)

1.0 PURPOSE

The United States Department of Energy (DOE), National Nuclear Security Administration (NNSA), in support of Defense Nuclear Security (DNS) (NA-70), Office of Safeguards and Security (NA-71) is issuing this Request for Information (RFI) to conduct market research for information and planning purposes to determine the existing market capability of businesses to provide for the refurbishment of Lenco armored vehicles within the NNSA NA-70 fleet. These refurbishment services will support fleet readiness, enhance operational reliability, and extend the lifecycle of Government-owned armored vehicles essential to Protective Force (PF) mission execution. All interested, capable, and responsible vendors are encouraged to submit a response to this RFI in providing a capability statement.

This RFI will be seeking small businesses’ interest first.

2.0 INTRODUCTION

The Defense Nuclear Security (DNS) (NA-70), Office of Safeguards and Security (NA-71) for the refurbishment of Lenco armored vehicles within the NNSA DNS fleet. These refurbishment services will support fleet readiness, enhance operational reliability, and extend the lifecycle of Government-owned armored vehicles essential to Protective Force (PF) mission execution. The description below outlines preliminary requirements envisioned for the refurbishment services. The information gathered will be used to formulate final requirements, as the Government intends to award a Blanket Purchase Agreement (BPA) to multiple (if applicable) responsible vendors capable of providing the services.

3.0 BACKGROUND

The NNSA DNS requires an armored vehicle fleet to maintain security across multiple sites within the Continental United States (CONUS). The vehicles are deployed by PF units responsible for safeguarding these locations.

Locations/sites; Mercury, NV; Oakridge, TN; Aiken, SC; Los Alamos, NM; and Amarillo, TX

NNSA NA-70 utilizes armored vehicles (BearCat), manufactured by Lenco. These vehicles have been in use for 10+ years and require frequent repairs. To alleviate repair costs and extend the life of these vehicles, it is our intent to have these vehicles refurbished. The current BearCat fleet varies in age, condition, mileage, and repair history across NNSA sites. Due to the specialized nature of these armored vehicles, refurbishment must be performed by a contractor with proven experience working on Lenco-manufactured BearCats or equivalent armored platforms.
