About this file
This is a Request for Information (RFI) issued by the United States Postal Service Office of Inspector General (USPS OIG) Research and Insights Solution Center (RISC) for market research on benchmarking postal service real estate strategies. The RFI seeks to establish market capabilities and interest for a potential future Request for Proposal (RFP). Responses are limited to 10 pages or less in Microsoft Word or PDF format using Times New Roman 12-point font. Responses must be submitted via email to Contracting Officer Farzad Afrasiabi at fafrasiabi@uspsoig.gov and contracts@uspsoig.gov no later than January 30, 2026 at 3:00 PM EDT. Questions must be submitted in writing prior to January 27, 2026. The RFI explicitly states that responding does not guarantee participation in any future RFP, and companies not responding may be precluded from future competitions related to this requirement. The Government assumes no responsibility for costs incurred in providing this information.
The project titled "The USPS Real Estate Portfolio: Current Strategies and Global Best Practices" focuses on three key objectives: describing USPS's current real estate portfolio and management strategies including organizational structure and legal framework; synthesizing successful real estate strategies from international postal operators and private logistics firms to identify global best practices; and prioritizing applications for monetization and cost reduction while highlighting implementation challenges and expected financial benefits. Required services include written and oral advice regarding Business Feasibility Modeling and Industrial Asset Monetization for USPS real estate, identifying market demand for repurposed logistics space, benchmarking private sector norms and best practices, and providing financial modeling for various facility uses. Suppliers should prioritize publicly available data and representative calculations rather than a comprehensive forensic audit. Responses must address company profile (business size, revenue, employees, points of contact, and GWAC status) and technical capability (summary of relevant capabilities, list of up to three similar contracts with agency names, contract numbers, contracting officer contact information, performance dates, and work descriptions).

Request for Information
Benchmarking Postal Service’s Real Estate Strategies
UDisclaimer
This is a Request for Information (RFI) and planning ONLY and does not constitute a solicitation. A response to this RFI is necessary to assist the U.S. Postal Service Office of Inspector General (USPS OIG) in determining the potential levels of interest, adequate competition, and technical capability for a potential, but not certain, future solicitation. The OIG may issue a future request for proposal (RFP) only to those
Suppliers that respond to this RFI. Companies not responding to the RFI may be precluded from participating in any future competitions related to this requirement. Additionally, the USPS OIG reserves the right to conduct a limited competition based on the responses received from this RFI, and merely responding will not guarantee an invitation to participate in the potential future RFP. The Government is not responsible for any cost incurred by industry in furnishing this information.
UOrganizational Background
The USPS OIG is an independent federal law enforcement agency providing oversight to the U.S.
Postal Service (USPS) and the Postal Regulatory Commission (PRC). Its mission is to:
• conduct and supervise objective and independent audits, reviews, and investigations relating to Postal Service and PRC programs and operations,
• promote economy, efficiency, and effectiveness within the Postal Service and PRC, and
• inform the Postal Service Governors, Postal Service management, PRC Commissioners and
Congress of problems, deficiencies, and corresponding corrective actions.
UProject Background
The Research and Insights Solutions Center (RISC) accomplishes the OIG’s mission by providing comprehensive analytics services and research products. Specifically, RISC’s research teams conduct innovative research and analysis, and produces white papers on critical economic, business, technology, and policy issues affecting USPS and the PRC. White papers are issued to the Postal Service (and the PRC, when relevant) and published on the OIG website.
The project, titled The USPS Real Estate Portfolio: Current Strategies and Global Best Practices, is primarily focused on three key objectives: describing the Postal Service’s current real estate portfolio and management strategies—including its organizational structure and the legal framework that governs its assets—and synthesizing successful real estate strategies from international postal operators and private logistics firms to identify global best practices. Finally, the project will prioritize potential applications for monetization and cost reduction, while carefully highlighting implementation challenges, legal constraints, and the expected financial benefits of these proposed strategies.
The supplier will provide written and oral advice regarding Business Feasibility Modeling and Industrial
Asset Monetization for USPS real estate. This includes identifying market demand for repurposed logistics space, benchmarking private sector norms and best practices, and providing financial modeling for various facility uses. To meet the specified budget constraints, the supplier will prioritize the use of publicly available data and focus on representative calculations rather than a forensic audit of the entire USPS portfolio.
For more information, see the attached Statement of Work (SOW).
