About this file

This is a Questions and Answers document clarifying the scope and requirements of a USPS real estate and asset management study.

The project encompasses the entire USPS facility footprint, including both owned and leased properties across retail outlets and processing facilities, but excludes the final-mile act of physical delivery to customer addresses. The study focuses on asset management and real estate optimization rather than operational network analysis. While the project considers facilities supporting daily mail routes, the primary objective is to evaluate how real estate teams respond to operational changes and identify opportunities to optimize or monetize building space. Researchers will have access to USPS key personnel through the Office of Inspector General, contingent upon execution of a formal Non-Disclosure Agreement. However, in-person site visits to local facilities are not anticipated; instead, interviews with Facilities teams will be conducted via virtual meetings or calls. This modification from traditional in-person tours should be anticipated and accommodated in the research methodology.

Number Reference Question Answer 1 Is the goal of this project/study to be inclusive of the USPS retail outlets (i.e. neighborhood post offices) and related mail carrier facilities?

The project includes the entire USPS facility footprint, including owned and leased properties. It encompasses both retail outlets post and processing facilities.

2 OR is it only to focus on the inter-market logistics facilities (i.e.

stop at regional destinations/sort facilities, or something similar)?

See answer 1.

3 Is the project to include final point delivery considerations (i.e., "last mile", or essentially mail carrier dropping items at final delivery address), or just internal handling concerns (i.e.

delivering items to where the mail carrier then completes delivery).

This study focuses on asset management and the real estate needed to support operations. It excludes the "last mile" act of physical delivery to a doorstep or mailbox.

4 Is the process of daily mail routes to be considered (meaning the facilities that supports such activities) including pickup and delivery considerations (to note, it is the nature of the daily postal route for delivery and pickup that makes the USPS so unique compared to all other delivery/pickup private vendors, who operate on delivery demand or pickup scheduling, thus this makes the assignment very unique compared to any other private sector analysis).

While the project considers facilities that support daily mail routes, it is not an operational study of network optimization. Instead, it evaluates how real estate teams respond to operational changes and identify opportunities to optimize or monetize building space.

5 Will the USPS provide access to key personnel for interview and data collection in this process? Can the researchers visit local/exemplar facilities for tour and ability to ask questions/interview local managers?

Yes, access is granted through the Office of Inspector General (OIG), contingent upon a formal Non- Disclosure Agreement (NDA). Interviews with Facilities teams will be conducted, though likely via virtual meetings rather than physical site visits. Researchers should prepare for virtual meetings or calls with officials to replace traditional in-person tours.
