About this file
This is a Request for Information (RFI) from the Government seeking market research data on industry capabilities for high-fidelity 2D/3D modeling and video production services. The RFI explicitly states it does not constitute a solicitation, request for proposal, or commitment to award a contract, and responses will be used solely for acquisition planning purposes.
The Government seeks detailed information across 15 question categories addressing company qualifications, modeling processes, past performance, and technical capabilities. Respondents must provide company identification details (legal name, UEI, CAGE code, NAICS codes, business size, socioeconomic status, and applicable GSA Multiple Award Schedule information). The RFI focuses on capabilities to develop high-fidelity 3D models of complex aerospace and weapons systems, including workflow processes from concept through final rendering, ability to handle Government-furnished information (CAD files, technical drawings, reference imagery) while adhering to DoD security requirements, and technical accuracy review procedures. Vendors must describe relevant federal contracts involving 3D modeling, animation, or video production services, with specific contract details and prime/subcontractor status. The Government requires Rough Orders of Magnitude cost and schedule estimates for adapting existing models and developing new models of FMS Air Force weapons systems (F-35, F-16, F-15, or similar), including license rights assumptions. Additional requirements include identification of software suites and rendering engines (Unreal Engine, Maya, Blender), production timelines from contract award through final delivery, demo reels or portfolio examples, cost and schedule drivers, recommended contract type, and NAICS code feedback on the proposed 512191 classification for teleproduction and postproduction services.

Text version
The Government is seeking information regarding industry’s capabilities, relevant experience, recommended acquisition approaches, and overall ability to perform services of similar scope, complexity, and security. Responses to this Request for Information (RFI) will be used solely for market research and acquisition planning purposes. This RFI does not constitute a solicitation, request for proposal, or commitment by the Government to award a contract.
Please provide detailed responses to the following questions regarding your firm's capabilities and processes for high-fidelity 2D/3D modeling and video production.
# Category Industry Question
1 General Provide company’s legal business name, point of contact, UEI, CAGE code, applicable NAICS code(s), business size and socioeconomic status, and any applicable GSA Multiple Award Schedule contract number and Special Item
Number(s) (SINs).
2 Modeling
Process
Describe your standard workflow for developing high-fidelity 3D models of complex aerospace or weapons systems, from initial concept and storyboard through final rendering.
3 Modeling
Process
Describe your ability to receive, safeguard, process, and integrate Government-furnished information (e.g., CAD files, technical drawings, or reference imagery) into your production process while adhering to various DoD information and cyber security requirements. Identify any Government support or approvals necessary to perform this work.
4 Modeling
Process
Describe your standard review and revision process with Government customers during the modeling and animation phases to ensure technical accuracy.
5 Past
Performance
Describe your relevant federal contracts involving 3D modeling, animation, video production, or graphic design services. Identify the contract customer, PIID (or prime contract number if performed as a subcontractor), period of performance, and whether your company performed as the prime contractor or subcontractor.
6 Capability Describe your experience developing high-end 3D visualizations, motion graphics, or animations involving military hardware, aerospace systems, or Foreign Military
Sales (FMS) programs.
7 Capability Is your company capable of performing this requirement as the prime contractor? If subcontractor support is required, identify the anticipated areas of support and the approximate percentage of work to be subcontracted.
8 Capability For purposes of a standardized cost comparison, assume the video requires a high-fidelity 3D model of one complex FMS Air Force weapons system (e.g., the F-35, F-16, F-15, or similar). State whether your company currently possesses a suitable model and provide separate Rough Orders of Magnitude (ROM) cost and schedule estimates for: adapting and incorporating an existing model into the video; and developing a new model when an acceptable existing model is unavailable. Identify major assumptions and the Government license rights included with each approach.
9 Technical
Capability
For a high-fidelity 150-second video, what primary software suites, rendering engines (e.g., Unreal Engine, Maya, Blender), and hardware capabilities will your team utilize to meet modern industry quality standards?
10 Production
Schedule
Assuming the draft Statement of Work, provide your estimated production timeline from contract award through final delivery. Identify major milestones through final delivery, 11 Capability Interested vendors are invited to provide a link to a demo reel, portfolio, or other releasable examples demonstrating similar work.
12 Price Estimate Identify the primary cost and schedule drivers associated with this type of effort.
Describe any commercial practices, existing capabilities, or production approaches that could reduce cost or schedule while maintaining technical quality, and any assumptions in pricing that could affect performance, schedule, or cost.
13 Contract Type Based on your commercial practices, what contract type (e.g., Firm-Fixed-Price) would you recommend for this effort?
Industry Input
Please provide any additional information or recommendations the Government should consider when refining the requirement, acquisition strategy, or Statement of
Work.
15 Industry Input The Government is currently considering North American Industry Classification
System (NAICS) code 512191 (Teleproduction and Other Postproduction Services) for this requirement. If your firm suggests a more suitable NAICS code, please identify it and provide your supporting rationale.
