About this file

This Request for Information (RFI) is for an Automated Purchase Card Approval System (APCAS) sought by Immigration and Customs Enforcement (ICE). The RFI seeks to identify a commercial off-the-shelf (COTS) software solution that provides a paperless, automated purchase card approval processing system with comprehensive requirements across nine key areas: general capabilities, storage/usability, organizational stability, permissions/access control, training, professional services, operations/maintenance, and additional functionality.

Critical technical requirements include a FedRAMP-certified cloud-based solution compatible with Windows, Mac, and iOS platforms, supporting file sizes from 80MB to 1GB, with robust security features like PIV access, version control, and FedRAMP Moderate Security Controls. The system must offer dynamic customization, B2B integration with SAM.gov, AI-powered compliance checking, bank and financial system integration, and all-inclusive pricing covering licensing, storage, backend support, and ongoing user training. The solution aims to reduce manual administrative efforts, streamline purchase card program management, and provide enhanced oversight and audit readiness capabilities for DHS.
