About this file
Request for Information Summary
This is a Request for Information (RFI) issued by the City of Long Beach for shared micromobility programs and providers. The RFI seeks information on vendors capable of operating diverse micromobility fleets within city limits, including pedal bikes, e-bikes, sitting scooters, standing scooters, and potentially other vehicle types. The City currently operates a sole contract for 1,000 pedal bikes through its BikeShare program and maintains open permits for 3,000 e-scooters, which generated 707,456 trips in 2024 while pedal bikes achieved 80,400 rentals. Responses are due by 11:00 AM Pacific Time on June 19, 2025, submitted electronically through LongBeachBuys.com. The RFI does not constitute a formal Request for Proposals or guarantee future contracting; however, if multiple responsive vendors are identified, the City may issue a formal RFP to competitively award a contract. No specific contract term or award date is provided at this time.
The City seeks vendor information addressing fleet composition recommendations, Minimum Data Set (MDS) data collection capabilities, equitable pricing strategies for low-income communities, equipment leasing versus purchase options with associated lifecycle management, local operations partnerships, pricing control negotiations, custom branding capabilities, and electric charging infrastructure expansion strategies. The City's primary objectives include fleet electrification, equity prioritization through programs like BikeShare for All (annual memberships at $5 for low-income users), consolidation of compliance tracking into a single Mobility Data Specification software platform, and alignment with the 2028 Olympics and Bicycle Master Plan goals. The current BikeShare program utilizes General Bikeshare Feed Specification (GBFS) data tracked through Service-Oriented Business Intelligent (SoBi) software by a local operator. All response costs are the vendor's expense, and submission inquiries should be directed to rfppurchasing@longbeach.gov.

1 The Opportunity
1.1 Background
The City of Long Beach (City) is looking to update and expand its micromobility programs and models. The current system includes a sole contract for pedal bikes and permit process for e-scooters and e-bikes, although no e-bikes are currently available in the Long Beach market. Long Beach has open permits for 3000 e-scooters and has a fleet of 1,000 pedal bikes available for short-term rentals within City limits. The current BikeShare program has two separate contracts: one for the software and hardware technology on the bicycles and one contract with a local operator for maintenance, repairs, rebalancing and customer service. In 2024, all vehicle types saw their highest usage with pedal bike rentals having over
80,400 rentals and e-scooters seeing 707,456 trips in Long Beach.
The Long Beach BikeShare program uses General Bikeshare Feed Specification (GBFS) data where bikes are tracked through Service-Oriented Business Intelligent (SoBi) software by our local operator. The program has seen a significant increase in student ridership over the last couple years and has seen an increase in ridership as a result of BikeShare for All, a program where low-income users can purchase annual BikeShare memberships for $5.
Long Beach’s current BikeShare system is designed for multifaceted use; it is a solution for first mile/last mile transportation problems, connects commuters to public transportation and serves as an exercise and recreation option.
1.2 Goals
The City aims to expand and modernize its micromobility ecosystem by offering diverse, multi-modal alternative transit options for both residents and visitors. As part of this effort, the City seeks to electrify its micromobility fleet while ensuring a range of accessible vehicle types to meet varying user needs. Equity remains a foundational priority, and the City expects all program offerings to incorporate equitable pricing models and universal access.
To improve program oversight and efficiency, the City intends to consolidate all micromobility compliance tracking into a single, user-friendly Mobility Data Specification software platform with robust backend access. In alignment with its long-term sustainability and infrastructure goals—particularly ahead of the 2028 Olympics - the City is actively promoting micromobility infrastructure expansion and fleet electrification and seeks vendor partners who share and support this vision. The City of Long Beach's Bicycle Master
Plan (BMP) outlines strategic goals and policies to transform the city into a bicycle-friendly environment. The BMP aligns with the City's broader objectives of promoting multi-modal transportation options, electrifying vehicle offerings, ensuring equity, and preparing for the

2028 Olympics. Additionally, the City is committed to growing its network of micromobility hubs and parking corrals, with planned expansion projects ready for execution. Through this RFI, the City is seeking information on vendor capabilities, operational models, and program structures best suited to the Long Beach market, taking into account the City’s budget, goals, and commitment to equity and sustainability.

This is a Request for Information only. This RFI does not constitute a Request For Proposals

Questions
Vehicle Types: What types of vehicles (e.g. pedal bikes, e-bikes, sitting scooters, standing scooters) would be included in a proposed fleet? Based on Long Beach’s current ridership trends, what fleet size and mix of vehicles would you recommend? Would you be willing to contract with a partner to offer more vehicle types?
Data Collection: Do all your vehicle types offer Minimum Data Set (MDS) data? Would back-end user data be shared directly with the City? To what extent can data be shared?
Equity: What equitable strategies, tools or pricing models have you used to help provide equal access to low-income or underserved communities? Do you offer multilingual outreach, adaptive equipment, or neighborhood-based engagement to increase equity?
Equipment Ownership: What are your options for leasing versus purchasing vehicles and what contract lengths would be needed for each? What is the expected life cycle of your proposed vehicles and how do you handle end-of-life equipment?
Shared Micromobility | RFI PW-25-620 | Template v04.20.23 | 6
Local Operations: Are you open to working with local operators or City staff for on-the-ground operations such as rebalancing, maintenance, and customer support? How would you structure responsibilities and performance metrics in a hybrid or co-managed operational model?
Pricing: If the City financially supports the program, what level of user price control can be negotiated? What are your cost estimates (purchase or lease) for new pedal bikes, e-bikes, and any adaptive models? Are there minimum order thresholds? •Can pricing models be structured to allow phased rollouts of vehicle types or infrastructure improvements?
Branding: Can programs and apps incorporate City branding or must program use vendor names and app/software? If custom branding is allowed, how does this affect ownership of the software, apps, and user interface?
Infrastructure: What strategies or best practices do you recommend for expanding and installing electric charging infrastructure for a docked program? What infrastructure or utility coordination would be required to support a phased electrification of the City’s fleet? Are there cost estimates and timelines for full or partial electrification?
