About this file

This is a Request for Information (RFI) response template issued by the City of Long Beach, California for a shared micromobility program. The RFI seeks information from potential operators and providers regarding the establishment and operation of micromobility services within the city. Respondents are required to submit contact information and address eight key areas of inquiry: vehicle types and fleet composition, data collection and sharing capabilities, equity initiatives, equipment ownership options, local operational involvement, pricing structures, branding preferences, and infrastructure requirements for electric charging systems. The template does not specify response deadlines, site visits, bidder conferences, award dates, or contract terms within the provided document.

The RFI focuses on understanding vendor capabilities across multiple operational dimensions rather than establishing immediate procurement terms. Key pricing considerations include potential cost estimates for vehicles (pedal bikes, e-bikes, and adaptive models), lease versus purchase options, and contract length requirements. The City seeks information on whether pricing models can be negotiated if the City provides financial support and whether phased rollouts of vehicle types are possible. The template emphasizes the City's interest in local operations partnerships, equity strategies for underserved and low-income communities, and the technical requirements for managing a modern micromobility fleet. No specific funding amounts, incumbent operators, or set-asides are identified in this RFI template.

Questions

Vehicle Types: What types of vehicles (e.g. pedal bikes, e-bikes, sitting scooters, standing scooters) would be included in a proposed fleet? Based on Long Beach’s current ridership trends, what fleet size and mix of vehicles would you recommend? Would you be willing to contract with a partner to offer more vehicle types?

Data Collection: Do all your vehicle types offer Minimum Data Set (MDS) data? Would back-end user data be shared directly with the City? To what extent can data be shared?

Equity: What equitable strategies, tools or pricing models have you used to help provide equal access to low-income or underserved communities? Do you offer multilingual outreach, adaptive equipment, or neighborhood-based engagement to increase equity?

Equipment Ownership: What are your options for leasing versus purchasing vehicles and what contract lengths would be needed for each? What is the expected life cycle of your proposed vehicles and how do you handle end-of-life equipment?

Local Operations: Are you open to working with local operators or City staff for on-the-ground operations such as rebalancing, maintenance, and customer support? How would you structure responsibilities and performance metrics in a hybrid or co-managed operational model?

Pricing: If the City financially supports the program, what level of user price control can be negotiated? What are your cost estimates (purchase or lease) for new pedal bikes, e-bikes, and any adaptive models? Are there minimum order thresholds? •Can pricing models be structured to allow phased rollouts of vehicle types or infrastructure improvements?

Branding: Can programs and apps incorporate City branding or must program use vendor names and app/software? If custom branding is allowed, how does this affect ownership of the software, apps, and user interface?

Infrastructure: What strategies or best practices do you recommend for expanding and installing electric charging infrastructure for a docked program? What infrastructure or utility coordination would be required to support a phased electrification of the City’s fleet? Are there cost estimates and timelines for full or partial electrification?
