The desired solution must unify multiple facets of law enforcement technology into a single, cohesive platform. This includes, but is not limited to, a core police administration system, body-worn cameras, TASER 10 energy weapons, in-vehicle mobile data terminals (MDTs), and automated license plate readers
(ALPRs).
1.2 The purpose of this Request for Information (RFI) is to identify sources capable of providing a comprehensive, fully integrated, police administration system. The desired solution must unify multiple facets of law enforcement technology into a single, cohesive platform. This includes, but is not limited to, a core police administration system, body-worn cameras, TASER 10, in-vehicle mobile data terminals (MDTs), and automated license plate readers (ALPRs).
A critical requirement of this system is the capability for seamless data integration with the
National Geospatial-Intelligence Agency (NGA) to support advanced operational and analytical functions.
Purpose of this Request for Information
The purpose of this RFI is to conduct market research and gather detailed information from potential vendors about their ability to deliver a fully integrated law enforcement technology ecosystem. This information will be used to understand the current landscape of available solutions, find qualified vendors, and assess the feasibility of potential future procurement.
Specifically, this RFI seeks to:
• Identify companies that can provide a holistic solution encompassing a police administration system, body-worn cameras, TASER 10s, mobile data terminals, and license plate readers.
• Understand the integration capabilities of proposed systems, with a particular focus on the ability to integrate with and leverage data from the National Geospatial-Intelligence
Agency.
• Gather information on the technical architecture, data management protocols, security features, and operational workflows of potential solutions.
• Assess the maturity and readiness of available technologies and vendor capabilities to meet the specified requirements.
• Inform the development of a potential future Request for Proposal (RFP) by clarifying requirements and showing potential challenges and opportunities.
1.3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not form a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not prevent participation in any future RFP, if any is issued.
2.0 BACKGROUND
NGA has a mission-critical need for comprehensive and fully integrated law enforcement and security solution to support its protective service mission. The current operational environment demands advanced technological capabilities to ensure the safety and security of NGA personnel, facilities, and assets. To meet these evolving requirements, NGA needs a modern, unified system that includes a Police Administration System, Mobile Data Terminals, License Plate Readers, Body Worn Cameras, and TASER 10 energy weapons. A critical part of this requirement is that all elements must seamlessly integrate to create a single, cohesive ecosystem. Furthermore, the entire solution must integrate with and adhere to the NGA's specific and stringent IT infrastructure requirements to ensure operational integrity, data security, and interoperability with existing enterprise systems.
2.1 PLANNED ACQUISITION: Statement of Objectives.
2.2 PERFORMANCE:
2.2.1 PERIOD (POP): TBD
2.2.2 LOCATION(S): Saint Louis, MO. Springfield, VA. Arnold MO.
2.3 CONSTRAINTS AND LIMITATIONS: The following are anticipated to apply to this acquisition:
The proposed solution is not a standalone system and must be fully compatible and interoperable with the National Geospatial-Intelligence Agency's (NGA) existing enterprise IT architecture. This includes adherence to NGA's stringent security protocols, authentication services, data interoperability standards, and network infrastructure.
