About this file

This document is a Request for Information (RFI) issued by the Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) to determine industry capabilities in providing a Project Management Information System (PMIS) Software as a Service (SaaS) to support the VA's Office of Construction & Facilities Management (CFM) lifecycle management of planning, design and construction processes.

The RFI outlines the high-level requirements for the PMIS SaaS solution, including the need to manage planning, design, construction, acquisition, resource management, contract administration, and budget planning. The VA is seeking a solution to replace the current Kahua brand-name products, with the goal of promoting competition. Respondents are asked to provide capability statements addressing their experience supporting federal agencies, technical capabilities, pricing models, support and training offerings, and compliance with FedRAMP and VA security requirements. Rough Order of Magnitude (ROM) pricing is also requested. The VA anticipates using a government contract vehicle such as NASA SEWP or GSA GWAC for this requirement. Responses are due by April 2, 2024 at 10:00 AM EDT.

Department of Veterans Affairs Request for Information

THIS IS A REQUEST FOR INFORMATION (RFI), ONLY, issued in accordance with Federal Acquisition Regulation (FAR) 15.201(e), for the purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a promise to issue an RFP in the future, and it does not commit the Government to contract for any supply or service described herein. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and therefore, will not accept, review, or evaluate unsolicited proposals received in response hereto. Please be advised that the U.S. Government will not reimburse Respondents for any costs incurred in the preparation and/or submission of responses to this RFI; all costs associated with responding to this RFI will solely be at the Respondent’s expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. Any information submitted by Respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the Respondent. Interested parties are responsible for adequately and clearly marking proprietary, restricted, or competition sensitive information contained in their response.

The Department of Veterans Affairs (VA) Technology Acquisition Center (TAC) is issuing this RFI to determine Contractor’s capabilities in executing the requirements of the attached DRAFT Product Description (PD). Furthermore, VA would like to obtain additional feedback on the questions listed as well.

The Government is seeking a solution to the tasks laid out in the attached draft Product Description. Currently this requirement is being met by Kahua brand name products;

however, in the interest of competition, the Government is seeking additional capable systems.
