About this file

This is a Request for Information (RFI) issued by the U.S. Department of Agriculture (USDA), Office of Homeland Security (OHS), Radiation Safety Division (RSD), for market research purposes regarding Personal Dosimetry Services. The RFI is not a solicitation and does not constitute a commitment to issue a contract. The USDA seeks to identify qualified firms capable of supplying, processing, and managing personnel and area radiation dosimeters for approximately 100 USDA locations across CONUS and OCONUS, with an estimated 300–600 dosimeters issued monthly or quarterly.

Required capabilities include providing NVLAP-approved whole-body or extremity dosimeters using OSL or alternate technology; delivering monthly or quarterly shipments with prepaid return labels and full historical dose-data maintenance; offering a secure, 24/7 online portal for account and dosimeter data management with exportable formats (Excel, CSV, PDF); and providing NRC-compliant dose reports within 30 days of receiving returned dosimeters. Additional requirements encompass personal dosimetry processing, distribution and logistics across approximately 100 sites, secure data management and reporting with NRC and federal compliance, technical support to Government radiation safety personnel, and demonstrated NRC/Agreement State compliance with NVLAP accreditation and cybersecurity compliance for data transmission and storage. Respondents must provide company information including UEI and business size, capabilities statements, past performance data from the last five years, technical approaches for data processing and logistics, and responses to three technical questions regarding scalability, online system capabilities, and alerting processes. Responses are due by June 15, 2026, at 2:00 PM EDT in PDF format (10-page maximum) submitted to gerardo.rivera@usda.gov.
