Background - The Federal Law Enforcement Training Centers (FLETC) is a component of the US Department of Homeland Security (DHS). FLETC operates four training delivery points at Glynco, GA; Artesia, NM; Charleston, SC; and Cheltenham, MD. FLETC has established formal relationships to train law enforcement officers and agents from 127 federal Partner Organizations (POs) representing all three branches of the Federal government and including most major Federal law enforcement agencies. In addition, FLETC trains state, local, tribal, and campus police, as well as agents and officers internationally. Each year FLETC trains over 60,000 law enforcement officers and averages a student population of 4,000 officers each day. FLETC provides a diverse training catalog utilizing cutting edge technologies to train law enforcement officers and agents.

Synopsis - Through an intense assessment, the contractor will assess FLETC’s current staffing model and organizational structure from bottom to top in order to position FLETC as the Nation’s cutting-edge training provider for law enforcement professionals. The contractor will collect and analyze current organizational and staffing data and conduct targeted interviews that will yield recommendations for the future organizational and staffing structure of FLETC. The major areas of assessment will include but may not be limited to the following areas:

1. Reviewing the internal organizational structure and alignment to support the mission.

Reviewing current organizational charts, functions of sub-organizations, and current mission requirements to understand effectiveness and identify gaps.

2. Reviewing, benchmarking, and analyzing current staffing models and levels. Identifying gaps and developing staffing models where they do not exist.

3. Reviewing workforce workload demand and required skillsets. Identifying gaps in existing skillsets, recommendations on how to integrate those skillsets into the recommended organizational structure with applicable staffing models, and operational efficiencies that will better equip FLETC to execute its mission.

All responses are due by 4:00PM (EST) July 2, 2024. Responses may be emailed to william.r.jordan@fletc.dhs.gov.
