About this file
This Request for Information (RFI) is issued by the U.S. Coast Guard to conduct market research on replacing the electronic activation system for the FM-200 fire suppression system on 154' Fast Response Cutters (FRC) with a mechanical activation system. The Coast Guard seeks information from qualified fire protection service providers experienced with marine FM-200 systems and related fire safety equipment. Specific information requested includes: 1) industry assessment on feasibility of replacing the electronic activation system with a Type-Approved mechanical system, 2) alternative industry-approved solutions for electronic activation system redesign, and 3) comments on an attached draft Statement of Work.
The current fire suppression system uses electronic modules on Mircom Pro 2000 and Consilium Salwico Workboat Fire Detection Panels, which have experienced malfunctions resulting in uncommanded discharges and false alarms. Interested parties must submit responses by 01 December 2025 at 3:00 PM EST via email to LaToya.N.Sorrell@uscg.mil. This RFI is for market research purposes only, with no guaranteed solicitation, and submissions will become government property. The Coast Guard intends to potentially issue a future solicitation pending technical feasibility and funding availability.

Request for Information (RFI)
NOTICE TYPE: Special Notice
SUBJECT: U.S. COAST GUARD 154’ WPC FAST RESPONSE CUTTER (FRC) FIRE SUPPRESSION
MANUAL ACTIVATION DESIGN
NOTICE ID #: 70Z08026FRCFIRESUP
THIS REQUEST FOR INFORMATION (RFI) NOTICE IS ISSUED BY THE UNITED STATES COAST
GUARD (USCG) AND IS INTENDED FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY.
PURPOSE: The U.S. Coast Guard (USCG) is issuing this request for information (RFI) for market research purposes to identify information from qualified vendors regarding potential solutions for design and prototype services to replace the electronic activation of the FM-200 fire suppression system with a mechanical activation system and a mechanical time delay onboard the 154 WPC / “Fast Response Cutter (FRC)” class cutter. The replacement system must be in accordance with USCG Type Approval Series 162.161 and compliant with 46 CFR Subpart 95.16 and 46 CFR Subpart 162.161. Vendors responding to this RFI must be qualified fire protection service providers demonstrating experience with marine FM-200 systems, Mircom Pro 2000 FDP, Salwico Consilium Workboat FDP, and related marine fire safety equipment. Information requested is as follows:
1. Industry assessment on feasibility to replace the installed electronic activation system with a Type-Approved mechanical activation system.
2. Alternative industry-approved solutions for electronic activation system redesign.
3. Comments to the attached draft SOW in support of potential future efforts.
BACKGROUND INFORMATION: The Coast Guard’s FRC utilizes a Fixed Heptafluoropropane (HFP) Fire Suppression System (FM-200®) for fixed firefighting suppression to the compartments with diesel engines. The vessels use the Mircom Pro 2000 Fire Detection Panel (FDP) on the first 58 hulls and the Consilium Salwico Workboat Fire Detection Panel (p/n 5102002-02A) on later hulls. Both FDPs utilize electronic modules for monitoring and discharge of the FM-200 system. The electronic modules have been prone to malfunctions resulting in un-commanded discharges and false alarms.
DISCLAIMER: There is no solicitation at this time. This RFI is not a request for proposals;
submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become Government property and will not be returned.
After reviewing responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the SAM.gov website under Contract Opportunities. It is the responsibility of the interested parties to monitor the Contract Opportunities website.
Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.
No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. The Government intends to issue a future solicitation pending technical feasibility determination and funding availability.
SUBMISSION INSTRUCTIONS: Interested parties are invited to submit a response to the above information by 01 December 2025 at 3:00PM Eastern Standard Time (EST). All responses and questions regarding this RFI must be emailed to LaToya Sorrell at LaToya.N.Sorrell@uscg.mil.
