About this file

This Request for Information (RFI) is issued by the Department of Homeland Security's Countering Weapons of Mass Destruction (CWMD) Office to conduct market research on Commercial Off-The-Shelf (COTS) Gamma detecting Personal Radiation Detectors (PRDs). The RFI seeks detailed information from vendors about PRD devices, including technical specifications, data transmission capabilities, production capacity, pricing, and additional features such as total dose tracking, radionuclide identification, and geospatial positioning.

Vendors are required to submit responses by 5:00 PM Eastern on September 29th, 2025, via email to William Grimm. The government is interested in responses from both large and small businesses, with particular emphasis on small businesses including 8(a), Historically Underutilized Business Zone, and Service-Disabled Veteran Owned Small Businesses. Submissions should be no more than 10 pages, excluding the cover page and device pictures, and must be in .pdf, .xls, or .doc compatible formats. No decision has been made regarding the small business strategy for a potential future acquisition.

Request for Information 70RWMD25RFI00000010 – Securing the Cities (STC) Personal Radiation Detector (PRD)

NOTE: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.

This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is "business confidential" or "proprietary information." Further, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expenses associated with responding to this

RFI.

DESCRIPTION:

As it relates to the requirements stated in this RFI, the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction Office’s (CWMD) mission is to detect and protect against the unauthorized importation, possession, storage, transportation, development, or use of a nuclear explosive device, fissile material, or radiological material in the United States and to improve that detection system over time. CWMD continually develops and procures radiation detection equipment for deployment by DHS and assists state/local/tribal/territorial law enforcement entities, as appropriate, to strengthen detection in various domestic pathways through which global commerce travels.

Personal Radiation Detectors (PRDs) are pager-size devices worn by users for radiological and nuclear detection capability as well as personal protection. PRDs automatically monitor the environment and alert the user when radiation levels above the natural background are detected.

PRDs also assist the user in localizing the source of detected radiation. The high sensitivity and rapid response time to the variations in the ambient radiation levels clearly distinguish PRDs from the family of electronic dosimeters which are mainly used for accurate dose and dose rate.

PURPOSE OF RFI

CWMD is conducting market research to obtain information about Commercial Off-The-Shelf (COTS) Gamma detecting PRDs that meet the requirements in Attachment 1 (Attachment 1 provides the requirements by which CWMD may assess technical performance of candidate PRDs pursuant to a Solicitation, if issued). Vendors are to indicate which requirements are met and not met in Attachment 1.

INFORMATION REQUEST

In response to this RFI, interested parties should provide the following information regarding their

PRD device(s):

• Picture(s) of the device (Does not count against the submission page limitation).

• A technical description of the device. This may include product literature, full product specifications, or other documents.

• An indication whether the device meets or does not meet the requirements in

Attachment 1. For entries of “Does Not Meet” provide a brief explanation as to why the device does not fully meet the requirement or to what extent it does meet the requirement.

• An indication whether the device can automatically transmit the following data, and, if so, a description of the following

System identification to include the following: Manufacturer name, Instrument model, Serial number, Software version (etc.)

Gamma detector type (e.g., CsI(Tl), NaI(Tl), GMT) System geospatial location identification System status/health Alarms results (e.g., time, location, and duration of alarm) Gamma-ray alarm indication Measured radiation levels (e.g., exposure rate, dose rate, or level)

• If data streaming is a capability of the device, a description of the data streaming capability to include the following:

Data Streaming rate and periodicity of transmissions.

Data format (e.g., ANSI/IEEE N42.42).

Data security standards, methods, and techniques.

• If data streaming is a capability of the device, an indication whether the system’s wireless data streaming capability can be disabled at local user command and/or remotely.

• If the vendor has a PRD with wireless communication as an add- on functionality to a previously-tested PRD, and if the vendor possesses test data of the same PRD both with and without the required add-on wireless communication functionality, a discussion of the impacts (whether verified in independent testing or not) that a firmware/software change and the integration of the add-on functionality have on the detection capability of the device.

• Rough Order of Magnitude (ROM) Estimate information:

Provide the unit price of the PRD, assuming no discounts.

Provide a list of Federal Supply Schedule (FSS) contracts or other government wide ordering vehicles the company holds, such as GSA Schedule 66, Scientific Equipment and Services, and 84, Security, Fire, & Law Enforcement), for PRD with the required wireless communication functionality. Provide the government’s likely cost of data streaming/networking (wireless capability) functionality if not integrated with the PRD. Describe standard pricing models, e.g., subscriptions, for data streaming/networking and assumptions that inform that pricing model, e.g., data speed and size.

Describe and provide estimated governmental costs for any additional Smartphone/mobile software applications needed, or recommended, to support wireless communications.

Provide the cost of warranty for the device. Discuss any options for duration of the warranty (e.g., 1, 2, or 3 year warranty), and when the warranty period starts, e.g., upon delivery acceptance or upon operational deployment.

• A description of production capacity and the estimated PRD production capabilities, assuming monthly deliveries.

• A representative Quality Assurance Plan and PRD production quality control procedures.

• Provide information on any additional capabilities of the PRD, such as tracking and providing total dose; identification (determining the present radionuclide(s));

categorization (declaring the detected/identified radiation as being from NORM, industrial, medical, special nuclear material); and geospatial position (having GPS).

Small Business Set-Aside

No decision has yet been made regarding the small business strategy for a possible acquisition.

Your response should identify your business size (large or small) in relation to the NAICS code provided in this RFI. The government is interested in all small businesses, including 8(a), Historically Underutilized Business Zone, or Service-Disabled Veteran Owned Small Businesses that are interested in and capable of performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, or Service-Disabled Veteran Owned Small Businesses, small business). Small businesses are advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone.

SUBMISSION INSTRUCTIONS

RFI submissions should include a cover letter along with Point of Contact information and email. An interested party may submit responses regarding more than one device. The total submission page count shall not exceed 10 pages, Times New Roman, Font Size 11, excluding the cover page and pictures of the device. Responses must be in .pdf, .xls, and/or .doc compatible formats.

Responses should be submitted via e-mail to William Grimm william.grimm@hq.dhs.gov no later than 5:00pm (Eastern) on September 29th, 2025. The subject line of the email should contain the RFI number. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please segregate proprietary information. Please be advised that all submissions become government property and will not be returned.
