About this file

This is a Request for Information (RFI) issued by the Georgia Environmental Finance Authority (GEFA), a state agency administering multiple programs providing financial assistance for infrastructure improvements, land conservation, energy programs, and fuel storage systems. GEFA seeks information from potential data and workflow efficiency solution providers to address challenges resulting from disparate and non-compatible software systems that currently impede workflow coordination and communication across the agency's operations. Respondents must submit electronic RFI responses as single PDF files not exceeding 12 pages in 11-point font to Richard Sawyer at rsawyer@gefa.ga.gov by April 20, 2026, at 2:00 p.m. Written questions are due by April 6, 2026, at 4:00 p.m., with GEFA responses provided by April 8-10, 2026. GEFA reserves discretionary rights regarding the subsequent procurement process, including issuing a formal RFP to all respondents or selected firms, directly engaging respondents for proposals, utilizing existing statewide or agency contract solutions, or pursuing other directions deemed in GEFA's best interest. All submitted responses become GEFA property and public record following either an ultimate award or procurement cancellation. Respondents bear all costs associated with preparing and submitting responses. Proprietary or trade secret information should be clearly identified in accordance with the Georgia Open Records Act. GEFA may request clarifications, conduct oral or written discussions, and select respondents for further consideration based on organizational viability, qualifications appropriateness, and relevance of available solution methodologies. No pricing, set-asides, incumbent information, or specific funding amounts are disclosed in this RFI document.

REQUEST FOR INFORMATION

NO. 928-GEFA26-DATA

Data and Workflow Efficiency

Solutions General

The Georgia Environmental Finance Authority (GEFA) serves the citizens of Georgia and administers a wide variety of programs that provide financial assistance and other support services to improve Georgia’s environment. GEFA’s program focus areas are water, wastewater, solid waste, recycling, land conservation, energy efficiency and fuel storage tanks for local governments, other state agencies and non-profit organizations. GEFA’s mission is to provide financing and other support services for infrastructure improvements, land conservation, energy programs, and fuel storage systems that result in a cleaner environment for all Georgians. Additional information on the agency and its programs is available at the website www.gefa.org

Purpose of RFI

GEFA’s administration of multiple programs currently requires complex coordination and communication, as GEFA utilizes or engages, to varying degrees, several software systems holding significant amounts of important data. These systems often are inherently disparate or non-compatible and often do not work together. Difficulties with workflow can be a result. GEFA is seeking information from potential data and workflow efficiency providers that will generally inform GEFA as to potential solutions in the current market. GEFA intends to utilize the information received in response to this RFI to plan for improvement of data and workflow efficiency, ultimately with possible assistance from an outside provider.

Overview of the RFI Process

While the subsequent process is dependent on responses, GEFA reserves the right to either: a) ) issue an RFP to all respondents and/or to market; b) directly engage one or more respondents for more info and/or proposal(s); c) utilize other current statewide/agency contract solution or other in-house solution; or d) other direction, all in GEFA's best interest as deemed by GEFA as informed/aided by responses to this RFI.

This RFI, and any subsequent solicitations, possible requests for clarifications or proposals, requests for interviews, negotiations, with any qualified eligible interested firm is strictly intended to pursue an optimal solution to increase efficiency and effectiveness for http://www.gefa.org/

GEFA’s stakeholders and the citizens of Georgia.
