USAID Pakistan’s Localizaon Agenda
USAID/Pakistan programs are designed to nurture a stable, peaceful, and thriving Pakistan, and to build more sustainable development through a greater reliance on implementaon of our programming through local partners. Our strategy is based on the new Country Development Cooperaon Strategy (CDCS) design and focused on fostering economic resilience and environmental sustainability, enhancing governance and civic engagement, and improving health and educaonal outcomes. These efforts collecvely aim to empower Pakistan to independently plan, manage, and finance its path to enduring progress and self-sufficiency. In order to foster these efforts, USAID/Pakistan’s wants to empower the local Pakistani organizaons through the new localizaon strategy which is defined as the set of internal reforms, acons, and behavior changes that the Agency is undertaking to ensure our work puts local actors in the lead, strengthens local systems, and is responsive to local communies.
USAID’s approach to localizaon is informed by over a decade of experience showing that local leadership is crical for greater equity, effecveness, and sustainability. The widespread consensus that development and humanitarian assistance must enable local actors to set their own agendas, develop soluons, and bring their leadership and resources to make those soluons a reality is why USAID/Pakistan has priorized advancing localizaon by:
1. Adapng our policies and programs to foster locally led development that is ed to each country’s unique polical, social, cultural, economic, and environmental condions, including through local systems pracce and local capacity strengthening ;
2. Shiing power to local actors, including, with an inclusive development lens , those from marginalized and underrepresented groups, and promong space for them to influence and exercise leadership over priority seng, acvity design and implementaon, and measuring and evaluang results;
3. Channeling a larger poron of funding directly to local partners while ensuring accountability for the appropriate use of funds and achievement of development and humanitarian results; and
4. Serving as a global advocate and thought leader, using our convening power, partnerships, voice, and other tools of development diplomacy to catalyze a broader shi toward locally led development.
USAID Pakistan will consider an enty as a local organizaon that meets the following definion:
Local enty means an individual, a corporaon, a nonprofit organizaon, or another body of persons that—
(1) is legally organized under the laws of;
(2) has as its principal place of business or operaons in; and
(3) is
(A) majority owned by individuals who are cizens or lawful permanent residents of; and
(B) managed by a governing body the majority of who are cizens or lawful permanent residents of a country receiving assistance.
