Applicable regulations governing procurement

All applicable Nevada Revised Statutes (NRS) and Nevada Administrative Code (NAC) documentation can be found at: www.leg.state.nv.us/law1.cfm.

Vendors are advised to review Nevada’s ethical standards requirements, including but not limited to NRS 281A, NRS 333.800, and NAC 333.155.

This solicitation is a request for information (RFI) only. It is not a solicitation for bids or proposals. No contract award will result from this RFI. Aggregate information from this RFI will be analyzed and may be used as budget justification or to develop a subsequent solicitation.

All information received in response to this solicitation is considered confidential business information by the Administrator of the Nevada State Purchasing Division of the Department of Administration. This solicitation will not lead to evaluation or award pursuant to NRS 333.335(7), so responses remain confidential.

Project overview The proliferation of contraband cell phones within correctional institutions across the United States has emerged as a top-tier security threat. These unauthorized devices have enabled inmates to orchestrate a wide array of criminal activity from behind prison walls, including drug trafficking, extortion, coordinated gang violence, and fraudulent schemes targeting individuals outside the facility. National studies and recent high-profile incidents have demonstrated how contraband phones compromise not only the operational integrity of correctional institutions but also jeopardize community safety and undermine rehabilitation efforts.

Addressing this threat requires a comprehensive, legally compliant, and technologically advanced strategy. NDOC is committed to pursuing cutting-edge solutions that will allow the agency to detect, disrupt, and ultimately eliminate illicit cellular activity in a manner that enhances investigative capabilities, strengthens facility control, and protects the public.

Requesting agency background

The Nevada Department of Corrections operates numerous correctional facilities throughout the State of Nevada. It is highly encouraged to visit NDOC Home for more information on facilities and their locations.

These devices are frequently used to coordinate malicious and illegal activities that reach beyond the prison walls, all while evading monitored communication systems such as institutional phones and tablets.

Alignment with Statewide Public Safety Strategy: This initiative directly supports Governor Joe Lombardo’s "Safe Streets and Neighborhoods Act" (April 2025), which focuses on strengthening Nevada’s penal code, increasing accountability for offenders, and bolstering public safety infrastructure:

NDOC’s goal enhances institutional control and deters criminal influence, ensuring facilities are aligned with the State’s broader goal of crime prevention, accountability, and justice.

NDOC Mission: To improve public safety by ensuring safe, humane environments and promoting rehabilitation for successful reintegration.

Effective interdiction of contraband cell phones supports this mission by:

· Removing a critical tool of violence, manipulation, and illicit coordination from the inmate population

· Reinforcing the authority of correctional personnel

· Protecting the integrity of rehabilitation programs by limiting external criminal influences Scope of work

The Nevada Department of Corrections (NDOC) is actively seeking detailed information from qualified providers regarding technology-based and investigative solutions to identify, assess, and eliminate illicit cell phone activity within state correctional facilities This RFI is specifically seeking:

· Capabilities to conduct both quantitative and qualitative analyses to measure the extent of illicit cell phone usage at each NDOC facility

· Solutions that utilize both FCC-approved Cellular Denial of Service (CDS) technologies and proprietary methodologies capable of reliably disabling unauthorized cell phones with minimal reversal rates

· Systems that act as force multipliers—enhancing staff efficiency, supporting intelligence-led investigations, and reducing resource strain

· Fully compliant technology platforms and operational procedures aligned with State and Federal legal requirements

· Clear delineation of roles, responsibilities, and partnership expectations between the NDOC and any potential solution provider

· Identify and document the volume, location, and operational behavior of illicit phones in each NDOC facility

· Enable targeted decision-making to prioritize high-risk locations and deploy countermeasures where they will have the greatest impact Legal and Compliance Context: Technologies proposed must operate within established legal parameters. Relevant legal frameworks include:

· Federal: 18 U.S.C. § 3121–3127 (pen register/trap & trace), 18 U.S.C. § 2510–2522 (wireless/electronic communication interception)

· State of Nevada: NRS § 179.460 (use of trap/trace devices), NRS §§ 179.410–179.515 (wiretapping statutes), and NRS § 179.465 (disclosure/use of intercepted communications under lawful authorization) Only technologies that comply with FCC guidance and do not disrupt authorized carrier signals outside of prison grounds and are supported by appropriate court orders or statutory exceptions will be considered.

Providers are encouraged to submit information regarding investigative integration, data correlation tools, incident tracking systems, remote management capabilities, and any metrics or case studies demonstrating past performance and measurable impact in correctional environments.

Cost Recommend scalable and fiscally responsible solutions that support long-term interdiction and investigative capabilities while aligning with NDOC’s operational and budgetary framework.
