REQUEST FOR INFORMATION
AGENCY: U.S. Department of Homeland Security, U.S. Customs and Border Protection
Small-Scale (SS) Non-Intrusive Inspection (NII) Program
TITLE: Mobile X-Ray Inspection Vehicles ISSUANCE DATE: March 3, 2025
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) nor a promise to issue an RFP or other solicitation. Furthermore, those who respond to this RFI should not anticipate feedback about its submission, other than acknowledgment of receipt. This RFI does not commit the Government to contract for any supply or service. The Department of Homeland Security (DHS) Customs and Border Protection (CBP) is not currently seeking proposals. Respondents are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the expense of the respondent. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.
1.0 Background
CBP, an agency of the Department of Homeland Security (DHS), is responsible for the targeting, selecting, and examining of cargo deemed high risk for terrorist-related activity along with the identification of trade law violations. CBP is also responsible for facilitating the release of low-risk cargo. CBP has a continuing requirement to interdict incoming contraband such as weapons, explosives, and illegal drugs, as well as to interdict outgoing currency, through examination of break-bulk cargo, passenger baggage, and international mail parcels.
CBP, Office of Field Operations (OFO) seeks to purchase turn-key mobile single and dual view X-Ray Vehicles to provide CBP officers with NII capabilities at U.S. POEs. The vehicles shall be offered as a Commercial-Off-The-Shelf (COTS) system; however, the Government may require modifications to the COTS design to facilitate and support its inspection Concepts of Operation (CONOP). The system must be safe and create exposure rates as low as possible as promulgated by the Nuclear Regulatory Commission (NRC) in 10 C.F.R Part 20, setting the maximum permissible level of radiation dose to the general public at 0.1 Rem (100,000 µR (microrem) per year.
2.0 Requested Information
CBP is seeking information from interested vendors that could provide at least five (5) and a total not to exceed one hundred and twenty-eight (128) Mobile X-Ray Inspection Vehicles for the Small-Scale Non-Intrusive Inspection (NII) program.
Responses received from interested parties should:
• Demonstrate the respondent's ability to meet the specifications below or provide alternate system designs that can satisfy the requirement,
• Provide a capabilities statement and pricing information for system,
• Provide the company name and address, point of contact with phone number and e-mail, business size, DUNS number, and
• Provide any other pertinent information related to the desired capability.
Responses are due no later than March 14, 2025, at 11 A.M ET. Responses must be submitted via e-mail in MS Word or Adobe PDF format to the following:

3.0 System Requirements
General Requirements - The Contractor shall perform the work necessary for the fabrication, integration, test, delivery, training, logistics, warranty and on-demand support of the Mobile X- Ray Inspection Vehicles.
CBP is seeking information from vendors that can supply a commercial off-the-shelf (COTS) system following a future, near-term Request for Proposal (RFP). The system should be readily available to procure, train, deploy, and maintain without further development.
Interested parties should provide the following information and responses to the information requested below.
1. Documentation: System name, description, specifications, pictures, technical information, briefings, data packages, training materials, and any other salient documentation that can provide an understanding of the system.
2. Current Users: A list of other government (international, federal, state, local, tribal, and/or territorial) agencies who have procured or use the system in question.
3. Pricing: Pricing should include costs of fabricating and supplying the Mobile X-Ray Inspection Vehicle, Training (i.e. operator training, train-the-trainer, etc.), shipping, and any other associated costs.
4. Questions: Details and answers to the below information and questions:
Technical/Operational Requirements
1. Gross Vehicle Weight Rating: Not to exceed 9,500 lbs.
2. Engine: Automatic transmission
3. Gauges: Standard from manufacturer
4. Separate battery to operate the generator and any low voltage circuits added to the coach, charged by alternator and generator. Shall have a chassis battery and one (1) additional battery.
5. X-ray equipment power input: Separate inputs, generator supplied and shore power at 120-volt, 20 amp.
6. Two (2) Amphenol plugs and sockets, or equivalent
7. Two (2) Dual heavy-duty batteries
8. Paint Schematic: OEM White (Base Coat/Clear Coat)
9. Fuel tank filler neck cap: Secured to the filler neck to protect against loss, with permanently attached (with screws or rivets) embossed plate affixed next to the tank filler opening in the body, identifying the type of fuel
10. Fuel type: Gasoline, Diesel or EV
11. Fuel system for the vehicle engine and generator: Conform to all requirements (49
CFR 571.301) and utilize the chassis manufacturer’s furnished auxiliary connections according to manufacturer’s technical requirements for the connection of the generator fuel lines. Generator fuel pick-up line should not allow drainage of vehicle fuel to be no less than 1/4 tank.
12. Maximum vehicle dimensions in an over-the-road driving configuration: Length 250”, width 96” without mirrors, height 98” (including auxiliary climate control system if roof-mounted)
13. Maximum vehicle dimensions while deployed for inspection: Length 250”, width 176” (with no awnings extended), height 98”
14. Retractable awning: Installed on each side of the vehicle to shade entire inspection area. Electric awning is ideal.
15. Tunnel specification: Minimum tunnel size is 39.4” (1m) wide by 39.4” (1m) high
16. Auxiliary climate control system: Low profile if roof mounted (vehicle height not to exceed 96”), capable of cooling/heating, the x-ray unit, and other sensitive components during operation as required."
17. There shall be no windows in the cargo area of conveyance
18. Back-up features: Rear View (back-up) Camera system with a wide angle and monitor for use by the driver and audible sounds when the vehicle is placed in reverse.
19. Emergency lighting: Whelen 400 Series Single Level Linear-Super LED light (Blue) or equivalent; mounted on the roof top of vehicle, front grill, and rear body panel;
power-supplied control-mounted unit with a status display in the driver compartment;
installed in full compliance with manufacturer’s guidelines. Law enforcement blue light package shall be visible 360 degrees around vehicle when viewed at 50” from ground level (approximate average eye level). There shall be a minimum of 6 lights that must be 360 degrees viewable.
20. Siren/ Public address system: Siren system shall include at a minimum two tones, the wail and yelp, plus PA system, (such as the Whelen PA series or equivalent). The siren may be integrated with the lighting or separate and shall be integrated with the vehicle’s standard horn button to activate the siren horn when powered.
21. Safety items: First aid kit capable of supporting two personnel and two fire extinguishers (2.5 lbs. each). Fire Extinguisher labels on exterior of vehicle shall indicate location of the passenger compartment and rear compartment equipment.
Fire Extinguishers shall be mounted between front seats and in rear compartment accessible from rear doors
22. Two (2) overhead LED 12v DC lights mounted over the inspection tunnel and one on the upper rear of chassis to illuminate access to system for maintenance. There shall be a security alarm with two remotes (anti-theft); motion sensor, if present, shall be capable of being disabled or set to a low sensitive setting.
23. Hand-held rechargeable LED flashlight shall be charged by vehicle electrical system to ensure light is available. Shall be capable of being unplugged for long term system storage. Shall be LED rechargeable.
24. Safety hazard kit (including triangles and flares)

26. No-flat tire option
27. Two 50-foot external power cords with proper size wire gauge to prevent line loss and ancillary connectors for U.S. power system to operate the HVAC and x-ray system.
28. Branding: System shall be branded in accordance with the U.S Customs and Border Protection Branding Guidelines.
29. Vehicle must have ability to transmit images/data wirelessly/over-the-air (OTA)
30. Image file format must be unified file format (UFF) or DICOS standard.
Drivability and Handling The X-Ray Vehicle must meet all load bearing and operating standards for the class of vehicle supplied, including load leveling and anti-sway package.
X-Ray Technical Requirements
X-Ray Source Power Requirements: Dual View showing both vertical and horizontal (DV) image views
Imaging Capabilities
1. Dual View System variants imaging meeting ASTM 792-08 standard
2. Optional spectral imaging system
3. Psuedo-Z color pallet support, e.g. “orange” for organic and “blue” for metallic materials

Conveyor System
1. Features: Auto-stop, auto-return, emergency stop switches (at each tunnel opening and on operator’s workstation) and a continuous mode (forward and reverse)
2. Conveyor belt minimum dimensions should match tunnel width 38”
3. Conveyor weight capacity: Objects up to 300 lbs.
4. Conveyor belt height dimensions: Height from ground level 30” (±6”)
5. Parcel passage (minimum): Length unlimited, width 38”, height 38”
6. Minimum conveyor speed: 40 ft/min +-4ft/min
7. Roller table width to match tunnel width dimension
8. Roller table shall be capable of being deployed with one inch or less clearance next to any port infrastructure. Roller tables shall be attached and facilitate ease of set up.
9. Image counter to indicate system usage/total numbers of scanned items
Computer Operator’s Station
1. Single operator capability.
2. Operating System: Computers are to be equipped with Linux, RHEL 6 or 7, or
Windows 11 64bit; capable of upgrade to latest version. Maintainable meeting DHS Sensitive Systems Policy Directive 4300A, Version 13.0 and CBP Information Systems Security Policies and Procedures Handbook, HB 1400-05D, Version 7.0
3. Hard disk drive: Sized to store 50,000 images (100% growth). The hard disk drive shall be encrypted.
4. Flat panel: High-resolution, not to be less than 4.5 lines per mm, non-interlaced, non-flicker, color monitors (minimum 17”) with adjustable viewing angle for monitors and include a removable privacy filter.
5. Image format: Nonproprietary, such as, Joint Photographic Expert Group (JPEG), or Bitmap (bmp), allows saving with discrete file names.
6. Installed monitor sunshade for direct sun viewing without awnings deployed. Exterior only controls and monitor(s) for X-ray system to include left and right positions, can be one set of controls that move from side to side without detaching them from the vehicle.
7. Operator’s station must be configurable for right-handed or left-handed operations and shall be attached and facilitate ease of set up.
8. Ability to download selected images to DHS approved secure USB drive at least one operator station (Aegis Secure Key 3z).
Computer Operator’s Station: Human Integration
1. Access and egress to and from the operating station, workspace clearances at the operating station, and visual and reach envelopes at the operating station. Must accommodate personnel ranging in body size from the 5th percentile female to the 95th percentile male.
2. Maintenance removal and replacement: Equipment shall be configured for removal and replacement by one person where permitted by structural, functional, and weight limitations.
3. Maintenance features: Equipment shall include physical features (e.g., supports, guides, size or shape differences, fastener locations, alignment pins) to preclude improper mounting.
4. Maintenance access: Equipment design and installation shall provide the maintainer with complete visual and physical access and a favorable working level for all parts of a system on which maintenance is performed, including work-stand interfaces, support equipment interfaces, access openings, adjustment points, test points, servicing points, and connections.
5. Safety: Emergency shutdown devices, lockable controls, electrical cutout switches, warning signs, or guards shall be used to ensure safety of personnel when it is necessary to perform maintenance on or near a live or working system.
6. Removable components: There shall be no major operator removable components.
All operator removeable components, e.g. two (2) fire extinguishers, one (1) flashlight, and, excluding one (1) removeable tire, shall weigh less than 13.6 kg each, or 30 pounds each. Roller tables shall fold down and be stowable and shall be permanently attached to the X-Ray Vehicle.
Operational Environment
1. Operating temperature (ambient temperature, not equipment temperature): 32°F to
120° (Optional Cold Weather package to operate to 10°F)
2. Storage ambient temperature: −0°F to 140°F
3. Relative humidity: 10% to 90% (noncondensing)
Operational Environment: Human Integration
1. Operational environment: Equipment shall be capable of being removed, replaced, repaired, assembled, and disassembled in its operational environment by personnel wearing any clothing and equipment appropriate to the environment and maintenance concept, including Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) or other mission-required Personal Protective Equipment (PPE) clothing.
2. Interior temperature: Within work environments occupied during extended periods of time including mobile personnel enclosures, heating shall be provided to maintain an interior dry bulb temperature above 10 C (50 F).
3. Interior air velocity: Air velocities shall not exceed 30 meters per minute (m/min) (100 ft/min) (0.5 meters per second [m/s] or 1.7 feet per second [ft/s]) at any measured position in the space.
4. The acoustical environment shall not cause injury or fatigue, interfere with voice or other audio communications, or degrade system effectiveness. Operator station noise levels shall not exceed 75 dB(A).
5. Interior free volume: Components on the interior of the vehicle shall accommodate operation and maintenance by users in all clothing and equipment configurations.
6. The HVAC system relative humidity: the HVAC system shall be capable of providing and maintaining a relative humidity within a range from 30 percent minimum to 70 percent maximum with 40 percent to 45 percent preferred. The temperature/humidity design goal shall be between 21 C and 25 C (70 F and 77 F) and 45 percent humidity.
7. Removal and replacement of stowed items: Stowed items shall be capable of being removed and replaced without having to remove or replace other stowed items or components of the system.
Electrical/Generator Power
1. External Power: Dual 20 A standard outlets
2. 120V AC ±10%, single phase
3. 60 Hz
Auxiliary power unit (generator):
1. Contained within the vehicle and accessible from the outside mounted to the transporter complying with all safety specifications mandated by applicable government publications
2. Remote start switch in the generator compartment, start switch on the generator unit and near the X-Ray control workstations.
3. Fuel drawn from transport fuel tank (gasoline or diesel)
4. 2-20A, 120V external power outlets available on Generator of External Power
5. Capable of operating on external or generator power
6. Fuel feed installed so that it cannot empty the main vehicle fuel tank below ¼ level.
Health and Safety Radiation dose rate: Less than 0.5 mR/hour at 2” from the cabinet surface (must fully comply with all current and any new applicable federal health and safety regulations published during the life of this contract, including 21 CFR 1020.40; 49 CFR 1544.211 (e)3; and CFR, Title 29, Section 1910 (2004).
