About this file

This is a Request for Information (RFI) from U.S. Customs and Border Protection (CBP) seeking industry feedback on draft requirements for Mobile X-Ray Inspection Vehicles. CBP intends to procure up to 130 dual-view (vertical and horizontal) mobile X-ray vehicles during a five-year Indefinite Delivery/Indefinite Quantity period to support Non-Intrusive Inspection (NII) capabilities at U.S. land, air, and seaports of entry. The vehicles will be used to prevent illegal entry of drugs, currency, weapons, and agricultural products while facilitating legitimate travel and trade.

Vendors are requested to provide expert feedback on the draft requirements documents within seven calendar days, focusing on unclear areas, technological capabilities, or specifications that might limit innovation. Responses should be submitted via email to the Contracting Officer, Aga Frys, in MS Word or Adobe PDF format. The RFI emphasizes that this is an information-gathering effort only, with no commitment to procurement, and respondents will not receive direct feedback on their submissions. The vehicles must meet Nuclear Regulatory Commission radiation exposure standards and be provided as a Commercial-Off-The-Shelf (COTS) system, potentially with government-requested modifications.

REQUEST FOR INFORMATION

AGENCY: U.S. Department of Homeland Security, Customs and Border Protection

Large-Scale (LS) Non-Intrusive Inspection (NII) Program

TITLE: Vendor Comments for Mobile X-Ray Inspection Vehicles

ISSUANCE DATE:

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) nor a promise to issue an RFP or other solicitation. Furthermore, those who respond to this RFI should not anticipate feedback about its submission, other than acknowledgment of receipt. This RFI does not commit the Government to contract for any supply or service. The Department of Homeland Security (DHS) Customs and Border Protection (CBP) is not currently seeking proposals. Respondents are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the expense of the respondent. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned.

1.0 Background

CBP, an agency of the Department of Homeland Security (DHS), is responsible for the targeting, selecting, and examining of cargo deemed high risk for terrorist-related activity along with the identification of trade law violations. CBP is also responsible for facilitating the release of low-risk cargo. CBP has a continuing requirement to interdict incoming contraband such as weapons, explosives, and illegal drugs, as well as to interdict outgoing currency, through examination of break-bulk cargo, passenger baggage, and international mail parcels.

1.1. Purpose

The U.S. Customs and Border Protection (CBP) requires Dual View (vertical and horizontal views) Mobile X-Ray Vehicle to provide CBP officers with a mobile x-ray capability to conduct Non-Intrusive Inspections (NII) of passenger baggage and parcels at United States (U.S.) land, air, and seaports of entry (POEs). The officers’ mission is to prevent the illegal entry of drugs, currency, weapons, and agricultural products into the U.S. while facilitating the flow of legitimate travel and trade.

1.2. Scope

The Contractor shall supply turn-key mobile dual view x-ray vehicles to provide CBP officers with NII capabilities at U.S. POEs. The vehicles shall be offered as a Commercial-Off-The-Shelf (COTS) system; however, the Government may require modifications to the COTS design to facilitate and support its inspection Concepts of Operation (CONOP). The system must be safe and create exposure rates as low as possible as promulgated by the Nuclear Regulatory Commission (NRC) in 10 Code of Federal Regulation (C.F.R) Part 20, setting the maximum permissible level of radiation dose to the general public at 0.1 Rem (100,000 µR (microrem)) per year. The Statement of Work (SOW) defines the tasks necessary to provide Mobile X-Ray Vehicles to include equipment, installation, testing, verification, documentation, and logistics requirements required to satisfy the procurement and allow CBP to sustain the operational capability of the equipment.

1.3. Delivery

CBP intends to procure up to one-hundred and thirty (130) Mobile X-Ray Inspection Vehicles during the five-year Indefinite Delivery/Indefinite Quantity period of performance.

2.0 Requested Information

U.S. Customs and Border Protection (CBP) is seeking feedback from industry on draft requirements documents related to Non-Intrusive Inspection (NII) technologies. Your insights are crucial in ensuring that our upcoming acquisition accurately reflects current technological advancements and best practices. We invite you to thoroughly review the draft requirements documents provided and submit comments focusing on areas that may be unclear, requirements that do not fully capture the latest technological capabilities, or specifications that might inadvertently limit the inclusion of newer, yet proven, technologies.

Please note that this is a request for information and not a solicitation for proposals. While the government will not be providing direct responses to individual questions posed within your comments, any questions submitted will be carefully considered and may be utilized to clarify and refine the final requirements documents. To streamline this process, please refrain from submitting capability statements. Our primary interest is in your expert feedback on the draft requirements themselves.

We request that all comments be submitted within seven (7) calendar days from the date of this request. Your timely and detailed input is highly valued as we work to enhance our NII capabilities and secure our nation's borders. We appreciate your partnership and look forward to your contributions.

Note: There is no page limit for this request.

Responses are due within seven (7) calendar days of this RFIs published date. Responses must be submitted via e-mail in MS Word or Adobe PDF format to contracting officer Aga Frys, aga.frys@cbp.dhs.gov.

3.0. Questions

While the government will not be providing direct responses to individual questions, they may be submitted in writing via e-mail to the Contracting Officer, aga.frys@cbp.dhs.gov. Verbal questions will NOT be accepted. Any questions submitted will be carefully considered and may be utilized to clarify and refine the final RFP documents.

5.0. Summary

THIS IS ONLY A REQUEST FOR INFORMATION (RFI) to identify any areas of improvement on the draft requirements documents. The information and specifications provided in the RFI are subject to change and is not binding on the Government. CBP has not made a commitment to procure any of the items discussed and release of this RFI should not be construed as a commitment or authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
