About this file
This document is a Request for Information (RFI) issued by the Army Rapid Capabilities and Critical Technologies Office (RCCTO) seeking information on potential sources to provide technical skills, facilities, and personnel to support prototyping a Multi-Function Precision Radar (MFPR).
The RFI outlines the desired MFPR capabilities, which include accurate and low latency detection of hostile threats and projectiles in adverse weather conditions, precision radar tracking, and interoperability with government-provided command and control systems. Respondents must demonstrate technical qualifications, corporate capability, and ability to deliver a minimum of two MFPR prototypes by Q4FY27 to support an Operational Demonstration in FY28. The anticipated contract award is in 3QFY25. Responses are due by July 24, 2024 and must address the proposed delivery timeline, incorporation of government-provided systems, cost estimates, and prototype performance characteristics. The RFI also identifies non-government personnel who may assist in evaluating the responses and requires offerors to execute non-disclosure agreements with these firms prior to submission.

DEPARTMENT OF THE ARMY
ARMY RAPID CAPABILITIES AND CRITICAL TECHNOLOGIES OFFICE
3307 WELLS ROAD
REDSTONE ARSENAL, ALABAMA 35898-3801
SAAL-RCC-B 8 July 2024
MEMORANDUM FOR: Multi-Function Precision Radar REQUEST FOR
INFORMATION
SUBJECT: The Army Rapid Capabilities and Critical Technologies Office (RCCTO) Multi-Function Precision Radar (MFPR) Request for Information
THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A
REQUEST FOR PROPOSALS (RFP). NO SOLICITATION IS AVAILABLE AT THIS
TIME.
The Army Rapid Capabilities and Critical Technologies Office (RCCTO) is seeking information on potential sources that could provide the necessary technical skills, facilities, tooling, and personnel to support prototyping a Multi-Function Precision Radar (MFPR). Responses must clearly demonstrate technical qualifications, corporate capability, supply chain maturity to meet schedule, availability of facilities to include key manufacturing equipment, tooling, and special test and inspection equipment during the timeframe identified below, and integration and assembly expertise to provide a prototype MFPR solution, demonstrating the ability to deliver a minimum of two MFPRs no later than Q4FY27 to support an Operational Demonstration (OD) in Fiscal Year (FY)
28. Upon the conclusion of the OD the prototypes will be delivered to soldiers as a residual combat capability. Assumption for contract award is 3QFY25.
1. Overview
a. Current air and missile defense munitions require onboard guidance and targeting components that drive high munition procurement costs. MFPRs offer the potential to support Armament Systems in a variety of mission areas including search, detection, and precision tracking of threats and projectiles, navigation support via datalink, telemetry, end-game / fuzing support battle damage assessment, and confirmation of threat defeat. MFPR capabilities require accurate and low latency detection of hostile threats and MDACS projectiles, including in adverse weather conditions including heavy rain, snow, wind, dust, etc. and at long ranges. The MFPR tracks both the munition (cannon fired Hypervelocity Projectile (HVP)) and threat and communicates with the munition, using external GFP Command and Control Battle Manager (C2BM), and the Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS).
Accuracies and other characteristics of the MFPR must support threat interception by the HVP which does not have an onboard seeker.
b. The MFPR OD in FY28 will be composed of prototypes delivered under this RCCTO effort combined with prototypes delivered under separate Strategic Capabilities
SAAL-RCC-B
UNCLASSIFIED
Office (SCO) Other Transaction Agreements (OTAs) developed for the Hypervelocity Gun Weapon System (HGWS).
2. Scope of Support Effort
The contractor will be required to perform the following tasks to deliver an MFPR prototype interoperable with SCO HGWS prototypes.
Develop, manufacture, integrate, assemble, and deliver MFPR prototypes leveraging existing fielded and mature technologies.
The MFPR Prototypes should:
• Perform in an operational band that is available or could be available for DoD use worldwide
• Provide precision radar track data and support projectiles in flight via a communications link
• Provide long-range, high-precision, and maximized angular coverage for search detection, identification, and tracking of threats
• High operational availability (e.g., high reliability, low mean time to repair, etc.)
• Capable of search, detection, and precision tracking of various air threats and friendly projectiles
• Operable in high airborne and surface clutter environments (rain, snow, dust, terrain, electrical fields, etc.) and mitigate to multipath over ground and/or water
• Interface with Government-provided C2BM
• Demonstrate supportability, safety, and cybersecurity characteristics in the MFPR design
3. Response Guidelines
a. Interested parties are requested to respond to this RFI with a capability statement that describes the contractor’s ability to meet the requirements. Submissions cannot exceed five (5) pages, single-spaced, 12-point Arial or Times New Roman font with at least one-inch margins on 8 1/2” X 11” page size. Tables, drawings and header/footer information shall be 10-point Arial font or larger.
All questions, requests and submissions should be provided to the following Government POCs: Joshua Flinn, at joshua.e.flinn.civ@army.mil, and Sydney Horn, at sydney.m.horn.civ@army.mil.
mailto:joshua.e.flinn.civ@army.mil mailto:sydney.m.horn.civ@army.mil
Additional technical information for the scope detailed above and the prototype characteristics is available upon submission of a CAGE code to the Government POCs listed above. Upon validating the ability to access Controlled Unclassified Information (CUI) a technical appendix will be provided.
All questions and clarifications from interested parties must be submitted to the Government POCs listed above, no later than Wednesday, July 17, 2024, at 12:00 p.m.
(noon) central time. Any questions submitted after this time may not be acknowledged.
b. The Government anticipates the receipt of UNCLASSIFIED white papers in response to this solicitation; however, if the offeror believes classified data is necessary to present a contractor's past performance and/or approach, then a written request must be submitted to the Government POCs listed above, no less than 5 calendar days BEFORE the capability statement due date. If approved by the Government, then a separate written classified annex may be included in the capability statement. This annex may not exceed the classification of collateral SECRET and must be delivered in accordance with the 32 CFR Part 2117, National Industrial Security Program Operating Manual (NISPOM). Capability statements shall not contain any information above SECRET or contain any restrictive markings (e.g., special access program (SAP), NATO, CNWDI, WNTEL, etc.) The CONFIDENTIAL marking is reserved as a security marking in accordance with AR 380-5 and the NISPOM and shall not be used as a marking for company proprietary information. All material submitted in response to this RFI must be properly marked.
