About this file
This is a Request for Information (RFI) from the Defense Logistics Agency (DLA) Strategic Materials Directorate seeking vendor capabilities for reprocessing/re-melting approximately 1,978 metric tons of Long Horn brand tin with tin-pest (Grade A 99.80%) into LME Grade tin (minimum 99.85% Sn, per BS EN 610:1996 specification) for addition to the National Defense Stockpile. The material may be picked up from Hammond Depot in Hammond, Indiana, with delivery options to Hammond, Hawthorne (Nevada), Scotia (New York), or Columbus (Ohio) depots. Responses must be submitted by March 19th at 3:00 PM EST to the contract specialist Felicia London (Felicia.London@dla.mil) and contracting officer Alicia Barrowman (Alicia.Barrowman@dla.mil) with "RFI – (LME Grade Tin)" in the subject line. This is strictly a planning inquiry with no obligation to award a contract, and no payment will be made for responses or associated costs.
The RFI requests detailed capability statements addressing seven information categories: general company data (GSA contracts, socioeconomic status, CAGE code, UEI number, business size, contact information); material information (tin grades/forms, aerospace/defense specifications, impurities, testing methods, laboratory capabilities); supply information (facility location, material loss percentage, annual production capacity, reprocess timeline, pricing structure, current cost quotes); delivery information (pickup-to-delivery timeframe, typical quantities, subcontractor use, transportation costs, annual capacity, byproduct credits, packaging/safety requirements); storage information (storage conditions, shelf life, environmental impact, regulatory requirements, material rotation, long-term storage recommendations); market information (price volatility, seasonal factors, anticipated manufacturing changes, material substitutions); and additional information (agreement duration, Wide Area Workflow capability, sales data compliance, Economic Price Adjustment clause acceptance, SAM registration, lessons learned). Responses are limited to 20 single-sided pages in Microsoft Word or Adobe PDF format with 12-point font, 1-inch margins, and proprietary information clearly marked.
