About this file

This document is a Request for Information (RFI) issued by the United States Marine Corps (USMC) for a replacement to their current Lightweight Counter Mortar Radar (LCMR) system. The USMC is seeking readily available radars with increased capabilities designed to perform expeditionary 360-degree counter rocket, artillery, and mortar detection, with potential to ingest future Unmanned Aerial Systems (UAS) detection requirements. The preferred system attributes include multi-mission capabilities, 360-degree indirect fire detection coverage, target location error of no more than 100 meters, 360-degree UAS coverage, transportation in no more than one Joint Light Tactical Vehicle (JLTV), and a power source from the JLTV. Respondents are requested to submit information on proposed systems, including system description, employment, size and weight, embedded software, transportability, procurement and sustainment costs, and socioeconomic status, by 1300 Eastern Standard Time on 25 April 2024. The USMC may choose to meet with potential respondents for clarification purposes, but no commitment to procure any items has been made.

RFI Number: M67854-24-I-1039

Notice Type: Special Notice

Date: 3/26/2024

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice that includes a Request for Information (RFI). In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (30 September 1997), this notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government contractually for any services or supplies whatsoever. Furthermore, the United States Marine Corps (USMC) is not seeking proposals at this time. Respondents are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested respondent’s expense. Not responding to this RFI does not preclude participation in a future RFP if one is issued. If a solicitation is released, it will be synopsized on the System for Award Management (SAM.gov) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

1. Background

The USMC is currently using the AN/TPQ-49A Lightweight Counter Mortar Radar (LCMR). This is a 360-degree, rapidly deployable, man-transportable, digitally connected, day/night mortar locating radar that uses computer-controlled signal processing of the radar signal data to perform target detection, verification, tracking, and classification of enemy and friendly mortars. It provides simultaneous hostile weapon locations, discrimination and friendly fire observation of mortars, cannons, and rockets. The LCMR is transported in three man-portable cases which fit into a single up armored tactical vehicle and is assembled/emplaced outside of the vehicle by a two-person team.

2. Purpose

The current LCMR was fielded with an Urgent Universal Needs Statement (UUNS) and the Capability Production Document (CPD) was written based on its characteristics. This RFI will inform the development of requirements for a replacement without an extensive research and development effort.

3. Description

Accordingly, the USMC is interested in readily available radars with increased capabilities designed to perform expeditionary 360-degree counter rocket, artillery, and mortar detection with potential to ingest future Unmanned Aerial Systems (UAS) detection requirements. Preferred system attributes are:

o Provide multi-mission capabilities allowing the Marine Corps to operate in a counter-fire or counter-UAS mode either separately or simultaneously as deemed necessary for mission requirement.

o Provide 360-degree indirect fire (IDF) detection coverage with a minimum detection range of 500 meters and preferred maximum detection range of 20 kilometers or greater.

o Provide an IDF target location error of no more than 100 meters.

o Provide 360-degree sense and track UAS coverage.

o Require no more than one Joint Light Tactical Vehicle (JLTV) for transportation of the system.

o Preferred power source is the JLTV.

o Provide the ability to be operated mounted or dismounted from the JLTV with a setup and teardown time of 10 minutes or less.

4. Requested Information

Provide a short narrative on how the proposed system integrates with USMC systems that provide some or all these functions along with any unmentioned functions that could potentially be of benefit to the

USMC.

Pamphlets and promotional materials should provide information on proposed systems to include an overall description of the system and normal method of employment and other supporting equipment if needed, size and weight, a brief description of embedded system software (to include cybersecurity protection), transportability constraints, complete system procurement cost, and estimated sustainment costs.

The NAICS Code assigned to this acquisition is 334511, with a size standard of 1,250 employees.

Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e., SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Product Supply Code is 5840.

5. Responses

Interested parties are requested to submit all responses electronically to the points of contact (POCs) listed below, no later than 1300 Eastern Standard Time on 25 April 2024, via the Department of Defense (DoD) Secure Access File Exchange (SAFE) https://safe.apps.mil/. To request a DoD SAFE Drop-Off link, contact the POCs listed below. Drop-off links are valid for 14 days. All correspondence shall reference “Future Lightweight Counter Mortar Radar System.” Ensure only .pdf documents are used.

All responses must include the following information: Company Name; Company Address; Company Business Size; Commercial Activity Government Entity (CAGE) Code, and point of contact name, phone number, fax number, and e-mail address. Responses shall be no more than 20 pages and not include classified data.

Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

Note that the Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the SAM database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set-Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14.

6. Industry Discussions

Representatives from Product Manager Fire Support Systems may or may not choose to meet with potential respondents. Such discussions would only be intended to gain clarification of respective submission.

7. Questions

Questions regarding this Special Notice shall be submitted in writing by email to the POCs listed below.

Verbal questions will not be accepted. Questions will be answered via the SAM website; accordingly, questions shall not contain proprietary or classified information.

8. Primary POCs:

Erin Howard - erin.howard1@usmc.mil Morgan Carey- morgan.carey@usmc.mil

9. Summary

This is an RFI only to inform requirements for providing readily available radars with increased capabilities designed to perform expeditionary 360-degree counter rocket, artillery, and mortar radar with potential to ingest future UAS detection requirements. Information provided in the RFI is subject to change and is not binding on the Government. Any information submitted by respondents is voluntary.

The USMC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.

Respondents will not be individually notified of the results of any Government assessments. The Government's assessment of the responses received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business, or any particular small business program.
