About this file

This is a Request for Information (RFI) issued by NASA Kennedy Space Center (KSC) and the United States Space Force Space Launch Delta 45 (SLD 45) seeking concepts for designing, constructing, and operating a regional liquefied natural gas (LNG) production and storage facility on KSC or Cape Canaveral Space Force Station (CCSFS) property in Florida. The RFI Notice ID is RFI-KSC-LNGplant-2026 with a response deadline of August 24, 2026.

The facility is intended to support commercial launch providers requiring LNG propellant, driven by increased industry demand from methane-fueled launch vehicles. Responses must address six primary information areas: (1) transportation and access requirements, including barge/waterway access necessity and tanker truck movement frequency; (2) production capacity in gallons per day and storage capacity with turnover rates; (3) operational concepts including liquefaction configuration (single-train versus dual-train) and tanker staging infrastructure; (4) safety, environmental, and siting requirements with compliance to NFPA 59A and 49 CFR 193; (5) utility demands and estimated land acreage for process equipment, storage tanks, cryogenic tanker parking, stormwater management, and barge terminals if required; and (6) detailed justification for why on-site location is operationally necessary rather than alternative off-site industrial locations in Brevard County. Responses must not exceed ten pages, use Times New Roman 12-point font, and be submitted in PDF format to Christina.L.Williams@nasa.gov with "RFI-KSC-LNG-2026" in the subject line. U.S. entities including commercial, federal, and state organizations are eligible to respond. NASA and SLD 45 may schedule an Industry Day upon written request and will not provide individual feedback but may conduct follow-up discussions for clarification.

RFI - Concepts for Design, Construction, and Operation of a Regional LNG Production and Storage Facility at Kennedy Space Center or Cape Canaveral Space Force Station

Agency/Office:

National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) Location:

Kennedy Space Center, Florida or Cape Canaveral Space Force Station, Florida Title:

Request for Information – Regional LNG Production and Storage Facility

Introduction

The National Aeronautics and Space Administration (NASA), Kennedy Space Center (KSC), Spaceport Integration and Services, in coordination with the United States Space Force (USSF), Space Launch Delta 45 (SLD 45), is conducting market research to identify U.S.

entities interested in designing, constructing, and operating a regional liquefied natural gas (LNG) production and storage facility on KSC or CCSFS property.

Recent shifts in the commercial launch industry toward methane-fueled launch vehicles have significantly increased projected demand for LNG as a rocket propellant. As documented in the KSC Master Plan and the USSF SLD 45’s Range of the Future initiatives, both federal installations must plan for infrastructure capable of supporting higher launch rates, expanded storage requirements, and more frequent propellant deliveries.

In coordination with each other, NASA and SLD 45 are assessing how to allocate remaining land on each installation to uses that represent the highest and best application of federal property. Proposed LNG facilities must therefore demonstrate a strong operational justification for being located on either site, including clear benefits arising from proximity to launch pads and integration with spaceport operations.

Purpose of this RFI

Through this Request for Information (RFI), KSC and CCSFS seek to understand potential concepts for an LNG production and storage facility that would utilize vacant KSC or CCSFS land to support commercial launch providers requiring LNG propellant. The RFI is intended to gather information on operational concepts, siting rationale, transportation

RFI-KSC-LNGplant-2026 Page 3 of 6 impacts, infrastructure requirements, and safety considerations associated with such a facility.

Responses must address, at a minimum, the following:

• How the proposed facility would be operated, including production rates, storage capacity, loading/offloading operations, transportation methods, and overall facility throughput.

• How tanker truck operations associated with the facility would interface with KSC and CCSFS internal and external road networks, including projected daily vehicle movements, routing constraints, and any proposed mitigations to minimize impacts to ongoing space launch and payload processing activities.

• Whether waterway access is required to support maritime distribution, and if so, what pier, mooring, or barge-handling infrastructure would be needed.

• An explanation of why the facility must be located on KSC or CCSFS, specifically, an operational justification for proximity to launch pads and reasons why off-site industrial locations in Brevard County would be insufficient.

• How the concept aligns with spaceport-wide infrastructure planning conducted jointly by NASA and SLD 45.

• Identification of markets and potential end-users the LNG production and storage facility would support.

NASA and SLD 45 will use the information received to inform its strategy for determining whether, where, and how a regional LNG facility may be accommodated on either federal property.

Information Sought

Respondents shall address the following topics in a clear and comprehensive manner:

1. Transportation and Access Requirements

• Whether barge or waterway access is necessary for the proposed facility.

• If maritime access is not required, identify the preferred modes of transportation for LNG distribution, including trucking, rail, or pipeline connections.

• Expected frequency, volume, and scheduling of tanker truck movements entering and exiting federal property, and any proposed strategies to mitigate impacts on KSC/CCSFS roadways and security operations.

2. Production Capacity and Utilization

• Anticipated LNG production rate (gallons per day) required to meet projected propellant demand for space launch customers.

• Expected storage capacity and turnover rates necessary to support operations.

• Proposed disposition of excess LNG inventory when production exceeds consumption by launch providers (e.g., export by barge, regional commercial distribution, re-gasification into the natural gas system).

3. Operational Concept and Facility Configuration

• High-level process description, including single-train versus dual-train liquefaction configurations, phasing of capacity ramp-up, and approach to maintaining continuity of operations.

• Anticipated infrastructure for tanker parking, staging, and on-site vehicle storage.

• If applicable, proposed barge-loading or offloading capabilities, including pier design requirements and pipeline connections between the processing facility and the waterfront.

4. Safety, Environmental, and Siting Requirements

• Safety design features to protect federal property and mission-critical assets, including hazard mitigation, thermal radiation setbacks, vapor-dispersion controls, and compliance with applicable federal regulations (e.g., NFPA 59A, 49 CFR 193).

• Considerations related to neighboring high-consequence facilities such as payload processing, spacecraft recovery, and mission support operations.

• Identification of any siting constraints, including explosive-hazard arcs, environmental sensitivity, stormwater requirements, and buffer zones.

5. Utility Demands and Infrastructure Requirements

• Required utilities and their estimated loads, including natural gas supply, electrical power, water, communications, and fire-protection systems.

• Identification of any needed interconnections with existing KSC, CCSFS, or regional infrastructure.

• Estimated land area (acreage) and potential site layout(s) required for the full buildout of the facility, including, but not limited to:

RFI-KSC-LNGplant-2026 Page 5 of 6 o Process equipment and storage tanks o Cryogenic tanker storage and parking o Stormwater management features o Barge terminal or waterfront facilities, if required

6. Justification for KSC or CCSFS Siting

• A detailed explanation of why siting the LNG facility on KSC or CCSFS property is operationally necessary to support launch activities.

• Specific operational risks, inefficiencies, or limitations associated with alternative off-site locations.

• Description of how the proposed facility would integrate with broader spaceport operations and contribute to mission resilience.
