June 23, 2025
I. SUMMARY
1. DESCRIPTION. The Naval Facilities Engineering Systems Command Southeast in support of the Department of the Navy (“DON” or “Government”) is seeking information from interested entities regarding potential beneficial use(s) of dredged material located at Naval Submarine Base (“NSB”) Kings Bay, Georgia, pursuant to 40 U.S.C. § 543 and 41 CFR Part 102-36, or another statutory authority available to DON. Any interested responders may complete and submit a Request for Interest (“RFI”) response in support of its proposed project concept(s) for the dredged material no later than July 22, 2025. The DON intends to use any RFI responses to further evaluate its best course(s) of action and to inform its assessment of the potential impacts of the proposed action in compliance with the National Environmental Policy Act (“NEPA”).
2. THIS IS A REQUEST FOR INTEREST ONLY. This RFI is a market research tool issued to determine the availability and adequacy of potential business ideas for the DON’s information and planning purposes. This is not a Request for Proposals (“RFP”) or a promise to issue another solicitation type in the future. This RFI does not obligate the Government to offer the property or to purchase services from any responder, and the DON reserves the right to cancel this RFI at any time. Further, the DON is not at this time seeking proposals and will not accept unsolicited proposals.
By participating in the RFI process, all agree to hold the United States of America, its officers, employees, and advisors harmless from all claims, liabilities, and costs related to all aspects of this RFI. Not responding to this RFI does not preclude participation in any future solicitation or RFP, if one is issued.
3. Respondents with questions about this RFI must submit all questions in writing on a
Pre-Proposal Inquiry (“PPI”) Form. A copy of the PPI Form is included as Attachment A. Inquiries must be submitted on the PPI Form via e-mail to the Real Estate Contracting Officer’s (“RECO”) representatives at the following addresses:
colleen.b.livingston.civ@us.navy.mil and heath.adams2.civ@us.navy.mil. Pre-proposal inquiries will not be accepted after 5:00 PM EST on July 22, 2025. The Government will respond to properly submitted pre-proposal inquiries on the System for Award Management (SAM) website (sam.gov) once each week, no later than close of business Thursday.
II. BACKGROUND
1. PROJECT OBJECTIVES. Pursuant to Department of Defense Manual 4160.21 and in compliance with applicable Federal laws and regulations, including 40 U.S.C. § 543 and 41 CFR Part 102-36, the DON seeks to ascertain interest and feasibility of beneficial use(s) of dredged material within the four land-based confinement areas at NSB Kings Bay, Camden County, Georgia.
2. SITE LOCATION. The dredged material is located at NSB Kings Bay, Georgia, within four land-based confinement, one of which is an island, areas as shown on Attachment B.
III. RFI RESPONSE
1. RFI REQUIREMENT. The DON requests for each responder to prepare an RFI response describing the type of your beneficial use, your desired volume of material for removal (e.g. a total amount or an initial and recurring amounts), location of your project, timeframe for your project execution, your prior experience related to dredge materials, and all available details regarding your desired transportation plan for relocating the material from NSB Kings Bay, GA to your project location.
2. ADDITIONAL FACTORS. These factors should be considered in the RFI response:
i. Any actions would require compliance with NEPA and coordination with local, state, and federal regulatory agencies prior to removal of the materials.
ii. The DON conducted sampling on the four land-based confinement areas for geotechnical and chemical characterization. Based on the results, the material can support the following beneficial uses:
a. landfill cover;
b. roadway construction;
c. general construction and fill;
d. structural fill;
e. marine habitat restoration and development.
Table 1 describes each of these beneficial uses. The sampling results from DA-1 are pending.
iii. Table 2 lists the preliminary accessible volumes for beneficial uses in each of the land-based confinement areas. As dredge material is removed, additional volumes would become accessible.
iv. Due to limited availability of suitable materials, the following beneficial use opportunities are not under consideration: berm/levee construction, agricultural/forestry, construction products (e.g. manufactured soil or blocks), and beach nourishment.
v. The DON identified barges, pipelines, railroads and roadways as possible transportation methods for the dredged material. Each transportation method would require additional coordination and infrastructure improvements prior to movement of the material. There are no roadways to provide access to DA- Crab Island. Table 3 shows the potential transportation method for each of the four land-based confinement areas.
Table 1: Suitable Beneficial Uses for NSB Kings Bay Dredged Material Beneficial Use Description Landfill Cover Material suitable for daily cover at a landfill.
Roadway Construction Material suitable for use under roadways and for embankments and medians.
General Construction and Fill Material suitable for grading in non-traffic areas (e.g.
raising grade and leveling properties).
Structural Fill Material suitable for use under buildings or structures to provide structural support. Georgia Risk Reduction Standards (“RRS”) Type 1 human health criteria levels applied to the suitability of the material.
Marine Habitat Restoration and Development
Material used to build and restore wildlife habitat and living shorelines. Consideration for this category utilized Georgia RRS Type 1 human health and marine sediment ecological screening levels.
