About this file
This is a Request for Information (RFI) issued by the General Services Administration (GSA) on behalf of the Air Force Life Cycle Management Center (AFLCMC) at Robins Air Force Base, Georgia, for market research purposes regarding Industrial Plant Equipment (IPE). The RFI seeks vendor capabilities for providing engine lathes (CLIN 0001: Lathe, Engine model 3416-2111-1018 or HLVH, quantity 9 units) with potential in-country training, utilizing NAICS codes 333517 (Machine Tool Manufacturing) and 332322 (Sheet Metal Work Manufacturing). This is a planning document only and does not constitute a commitment, solicitation, or RFQ; no award will result from responses to this RFI. The Government anticipates that a subsequent RFQ may be posted via GSA eBuy or SAM.gov following this market research phase.
Responses are due by February 21, 2026, at 5:00 PM EST and must not exceed five pages. Interested parties should provide company information, relevant GSA contract numbers and socioeconomic status, capability descriptions, previous experience, and teaming arrangements. Respondents must also address twelve specific questions covering RFQ information needs, contract type experience, production capacity, risks, subcontracting likelihood, and industry specifications. GSA encourages Contractor Team Arrangements (CTAs) to enable complementary contractors to compete collectively. All responses are non-reimbursable, proprietary information will be protected, and vendors should direct inquiries to James Stringer (james.stringer@gsa.gov, 202-258-4951) as the primary point of contact, with Collette Scott as the secondary Contracting Officer.

This notice does not constitute a RFQ, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
The information received in response to this notice will be used to further define the Government's requirement and determine if two (2) or more capable small businesses respond with information sufficient to support a small business set-aside and/or to determine if the Government can expect adequate competition.
