About this file
This document is a draft Request for Information (RFI) from the Government Accountability Office (GAO) for modernizing its intranet and implementing a cloud-hosted Web Content Management System (WCMS). The RFI seeks a comprehensive solution that includes a full redesign of GAO's intranet, a new open-source WCMS, and cloud hosting via a Platform as a Service (PaaS) solution that is only accessible within GAO's network. The contractor must provide a solution that supports device-agnostic webpages, adheres to U.S. Web Design Standards, meets Section 508 accessibility requirements, and provides robust functionality including advanced search capabilities, user role management, content migration, and comprehensive security protections.
The technical requirements are extensive, covering areas such as taxonomy management, image handling, publishing workflows, user authentication, and security compliance with federal standards like FISMA and NIST guidelines. The PaaS must provide a production environment with two lower environments (Dev and QA), support continuous integration/deployment, offer 99.9% availability, load pages in 650 milliseconds, and maintain strict security protocols including encryption, access controls, vulnerability management, and incident response capabilities. The RFI emphasizes the need for a modern, intuitive intranet that can support GAO's approximately 400 content authors and provide a seamless employee experience across different staff audiences and information needs.

Introduction
The U.S. Government Accountability Office (GAO) is an independent, nonpartisan agency that works for Congress. Often called the "congressional watchdog," GAO investigates how the federal government spends taxpayer dollars. Our mission is to support Congress in meeting its constitutional responsibilities and to help improve the performance and ensure the accountability of the federal government for the benefit of the American people. We provide Congress with timely information that is objective, fact-based, nonpartisan, non-ideological, fair, and balanced.
Background
GAO’s current intranet was launched in 2008 and is maintained using a customized Web Content Management System (WCMS). GAO’s intranet is the primary platform for employees to access the information and applications they need to do their work and manage their careers.
To ensure employees have accurate and timely information, a core intranet team manages the intranet’s homepage, day-to-day operations, and governance. Additionally, about 400 content authors across the agency independently maintain content.
Objective GAO intends to obtain support and services for a full redesign of GAO’s intranet as well as a cloud-hosted WCMS and cloud hosting for the website. The new Intranet WCMS must be open source and hosted in the cloud. The cloud implementation must be a Platform as a Service (PaaS) solution that is only accessible within GAO’s network and hosted by selected vendor.
GAO is seeking a website redesign services and support that incorporate best practices at every step: discovery, prototyping, configuring the site and its tools, structuring the content management system architecture, integrating robust search capabilities, migrating content, training, launching the new site, and GAO’s ability to maintain the site going forward.
The WCMS must provide an improved employee experience with modern design, functionality, and features. The WCMS must be designed to enable information to be viewable by all GAO employees and editable by designated content authors.
In addition to content contained within the WCMS, content from designated applications and data sources must be migrated from the current intranet into the new WCMS.
