About this file

This Request for Information (RFI) is issued by the Government Accountability Office (GAO) to conduct market research for an Intranet Modernization and Cloud Hosting project. The RFI seeks industry feedback on a draft Statement of Work (SOW), inviting potential vendors to provide a capabilities statement and respond to a questionnaire by April 16, 2025. Interested businesses must submit detailed company profiles including organization details, socio-economic status, CAGE code, and any current Government-Wide Acquisition Contracts, along with responses to an attached questionnaire.

Submissions must be sent via email to Cedric Mitchener (MitchenerC@gao.gov) in Microsoft Word or PDF format. The RFI emphasizes that this is a market research effort only, not a formal solicitation, and responses are voluntary and will be treated as proprietary. The GAO aims to use the feedback to refine the procurement approach, enhance competition, and determine the availability of qualified businesses capable of meeting the project requirements for intranet modernization and cloud hosting services.

THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal (RFP), a Request for Quotation (RFQ), an Invitation for Bids (IFB) (also referred to as a “Solicitation”), or an indication the Government Accountability Office (GAO) will contract for the services contained in the RFI. This RFI is part of a government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI.

Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a Solicitation is issued, it may be announced on the Government Point of Entry (GPE) website at www.SAM.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation.

Synopsis:

The GAO is issuing this RFI as a means of conducting market research to request information from industry to determine the most suitable procurement approach for competing / soliciting the requirements outlined in the attached draft Statement of Work (SOW). GAO is also soliciting recommended changes to the SOW along with suggestions for improvement or areas needing further clarification or definition. The GAO may use the comments provided to revise or improve the SOW to make the requirement as clear as possible to enhance competition and determine if there are enough qualified businesses interested in and capable of meeting or exceeding the requirements stated in the draft SOW.

Potential vendors are invited to provide feedback to the draft SOW as noted above and responses to RFI items #1 and 2 below. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
