USSOCOM seeks industry feedback through white paper submissions to inform acquisition planning for a mission support platform that will provide integration facility operations, engineering support services, cybersecurity Risk Management Framework (RMF) compliance, facilities, network connectivity, hardware/software support, data access coordination, documentation, and delivery of technical findings aligned to USSOCOM priorities and security requirements. White papers are due by 05 November 2026 at 4:00 p.m. Eastern Daylight Time and must be submitted via email to michael.j.cenedella.mil@socom.mil and carlos.j.espada.ctr@socom.mil. Responses must include a cover letter with company name, business address, CAGE code, Unique Entity Identifier, authorized points of contact, and identification of available contract vehicles (Small Business 8a, GSA Schedule, GWACs, etc.). The Government specifically requires respondents to address five information requests: a capability statement detailing prior experience as prime or subcontractor; confirmation of having required information to propose against the Draft Performance Work Statement; identification of any information gaps with specific rationale; current and active facility clearance status and safeguarding capacity with facility location and available network confirmation; and any additional value-added information. USSOCOM reserves the right to solicit this requirement competitively or on a sole-source basis and may conduct follow-up one-on-one discussions for clarification. No reimbursement will be provided for response costs, respondents will not be ranked, no formal feedback will be provided, and white papers will not be published.

KEY INFORMATION REQUESTS NEEDED
The white papers must address the following listed below:
Information Request 1: The Government requests a Capability Statement that presents your prior experience and capabilities to provide the Integrated Platform as a Service requirement outlined in the Draft Performance Work Statement (PWS). Specify any previous work experience as either the prime or subcontractor.
Information Request 2: The Government requests confirmation from potential prime contractors that your company, and your potential partners, have the required information needed to adequately propose to meet the anticipated Draft PWS requirements at the time of white paper submission.
Information Request 3: If the answer to the above information is ‘no', please identify the additional information that is required in order for your company, a potential prime contractor, to adequately propose to meet the anticipated Integrated Platform as a Service Draft PWS requirements.
Additionally, provide specific rationale tied to the Draft PWS requirement that defines the need for this additional information. Request that your responses identify areas in the Draft PWS that are unclear, excessive, or otherwise warrant additional refinement for a potential RFP.
Information Request 4: The Government requests you state your company’s current and active Facility Clearance and your company’s Safeguarding capacity information at your company’s facility that can fully support this effort on day 1. The location address of this facility should also be provided. The Government requests confirmation of the available networks present at the proposed location (See PWS Section 4).
The Government also requests information pertaining to the ability to support this Draft PWS as of the date of this request for information or if facilities would need to be rented and/or constructed.
Information Request 5: Provide any additional information that your company may see as valued added for this Integrated Platform as a Service requirement.
4.0 Government Review of White Papers: The Government will review the white papers submitted. No formal feedback will be provided to companies; however, information from the white papers may be used to further develop the Government’s acquisition strategy and final Request for Proposal. White papers will not be published.
5.0 Industry Discussions: USSOCOM representatives may choose to meet with companies who responded to this RFI to hold one-on-one discussions without commitment beyond the RFI environment. Discussion would only be held to obtain further clarification of information submitted in the white paper response and is strictly a form of market research. If the Government so choses to do so, the Contracting Officer will reach out.
