About this file
This is a Request for Information (RFI) for an Attritable ISR Aircraft program issued by the Air Force Life Cycle Management Center (AFLCMC). The RFI is issued solely for information and planning purposes and does not constitute a commitment to contract or promise of a future RFP. The Government will not accept unsolicited proposals and will not reimburse respondents for information or administrative costs incurred in response to this RFI.
Interested parties may submit unclassified questions regarding the RFI via email to the designated points of contact: Capt. Joseph C. Alexander (Contracting Officer), Courtney Rowe (Engineer), or Nicholas Garuckas (Program Manager), with the subject line "Questions - RFI: Attritable ISR Aircraft." The deadline for submitting questions is 4:00 PM EST on 21 April 2026, with consolidated Q&A to be posted on SAM.gov on or about 24 April 2026. RFI responses are due no later than 4:00 PM EST on 01 May 2026 and must be submitted as a single presentation file (PowerPoint or PDF) not exceeding 20 slides plus one cover slide. Responses should address all questions in the Respondent Question Sheet, organized in sections corresponding to the Question Sheet structure, and must address applicable Key Performance Parameter (KPP) and Key System Attribute (KSA) tables. Respondents are encouraged to propose innovative solutions with alternative approaches that deviate from stated objective requirements if they provide superior overall value or mission effect. Unclassified responses should be submitted via email to the listed POCs; classified responses require prior contact with the unclassified POC for secure submission instructions. Respondents should identify any existing government contracts providing the proposed capability, including contract number and verifiable government POC. Broad industry participation is encouraged, including U.S. and non-U.S. firms, though future acquisitions will be subject to applicable U.S. laws and regulations. Prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract.

3: RFI Response Submission
a. Deadline:
All RFI responses are due no later than 4:00 PM EST on 01 May 2026.
b. Formatting:
Responses should be submitted as a single presentation file (e.g., PowerPoint or a PDF version of a slide deck). This presentation file constitutes your complete RFI response and must contain the answers to all questions listed in the Respondent Question Sheet. The total submission shall not exceed 20 slides, plus one cover slide. Please provide sufficient technical detail, including descriptive text, data, and illustrations to answer the questions in this RFI.
For clarity and to facilitate Government review, respondents must organize their submission in sections that directly correspond to the sections outlined in the Respondent Question Sheet (e.g., Section A of your response must address the questions from Section A of the Question Sheet).
Section 4 of the main RFI document lists Key Performance Parameter (KPP) and Key System
Attribute (KSA) tables. To establish a baseline for comparison, vendors are asked to address these tables in their response, indicating the specific KPP Table ID(s) applicable to their proposed solution.
While a response to the applicable KPP tables is requested, the Government's primary interest is in acquiring the most effective overall combat capability. Respondents are therefore highly encouraged to propose innovative solutions, trades, or alternative approaches that may deviate from the stated objective requirements.
If proposing such a solution, please clearly identify the trade-offs being made and provide a rationale for why your alternative approach provides a superior overall value or mission effect.
c. Submission Channels:
Unclassified Responses: Submit unclassified responses via email to the Points of Contacts listed in Section 2 of this instruction. The subject line shall be "RFI Response - Attritable ISR Aircraft
- [Your Company Name]".
Classified Responses: Respondents that intend to submit a classified response must first contact the unclassified POC (see section 2) via email to request secure submission instructions. The subject line for this request shall be “Request for Classified Submission Instructions -Attritable
ISR Aircraft - [Your Company Name]. The Government will then provide the appropriate point of contact and delivery details via secure channels. Do not send questions or unclassified materials through the classified channel.
4: Past Performance & Existing Contracts
If you are currently providing your proposed capability or a similar system on an existing government contract (for any U.S. Government agency or allied nation), please identify the contract number, the capability provided, and a verifiable government Point of Contact (POC) including name, email, and phone number.
5: Disclaimers and Use of Information
a. The submitted documentation becomes the property of the United States Government and will not be returned.
b. The Government may contact respondents to obtain additional information or clarification in order to fully understand a company's response.

Respondents are responsible for clearly marking any proprietary information on a slide-by-slide basis.

a. Industry Participation: Broad industry participation for this RFI is encouraged. U.S. and non-
U.S. firms are permitted to respond, though any future acquisition will be subject to all applicable U.S. laws and regulations.
