About this file
This is a Respondent Question Sheet for a Request for Information (RFI) regarding Attritable ISR Aircraft. Respondents must submit answers in a single presentation file not exceeding 20 slides plus one cover slide, structured to correspond with six evaluation sections.
Section A requires corporate information including company name, address, CAGE code, primary point of contact, business size, socioeconomic categories under the proposed NAICS code, and identification of any existing government contracts providing similar capabilities. Section B addresses performance and design, requesting descriptions of key performance parameters (endurance, service ceiling, dash speed, payload capacity), current Technology Readiness Level and Manufacturing Readiness Level, and launch/recovery methods, with narratives demonstrating compliance to Key Performance Parameters and Key System Attributes tables referenced in Section 4 of the main RFI document. Section C covers mission systems and payloads, requiring descriptions of recommended sensor and communications payloads for tactical ISR missions, approach to Modular Open Systems Architecture for third-party integration, implemented interfaces and standards, and on-board data processing and autonomy capabilities. Section D addresses manufacturing, scalability, and affordability, requesting current and maximum production capacity, Rough Order of Magnitude costs at production quantities of 10, 50, and 100 units, primary cost drivers and affordability strategies at scale, domestic sourcing and supply chain strategies aligned with the White House's "Unleashing American Drone Dominance" policy, and identification of critical components available only from foreign sources with associated risk assessments. Section E focuses on sustainment and product support, including warranty offerings with typical duration and coverage details, recommended maintenance concepts at the organizational level, and proposed training courses for operators and maintainers. Section F requests acquisition strategy recommendations including recommended contract type and incentive structure, and feedback on aspects of the RFI or notional approach that could encourage innovation and best-value solutions.

RESPONDENT QUESTION SHEET
RFI: Attritable ISR Aircraft
Instructions: Please provide answers to the following questions in your RFI response submission.
Structure your response in a manner that corresponds to the sections below. Per the main RFI
Instructions, your complete response must be delivered in a single presentation file, not to exceed
20 slides plus one cover slide.
Section A: Corporate Information & Past Performance
1. Provide your company name, address, CAGE code, and a primary point of contact.
2. State your company's business size and any socioeconomic categories under the proposed
NAICS code for this effort.
3. If you are currently providing your proposed capability on an existing government contract, please identify the contract number and a verifiable government POC.
Section B: Performance & Design
1. Describe the key performance parameters of your proposed air vehicle, including (but not limited to) endurance, service ceiling, dash speed, and payload capacity (weight, volume, power).
Ref Section 4 of the main RFI document. For each KPP table you claim to meet, provide a narrative addressing how your proposed solution meets or exceeds every numbered threshold and objective requirement within that table. Please structure your response to clearly correspond with each KPP/KSA line item.
2. What is the current Technology Readiness Level (TRL) and Manufacturing Readiness
Level (MRL) of the air vehicle?
3. Describe the aircraft's launch and recovery method.
Section C: Mission Systems & Payloads
1. Describe the sensor and communications payloads you recommend for a tactical ISR mission. Explain why these are the optimal choice.
2. Discuss your system's approach to Modular Open Systems Architecture (MOSA). How easily can third-party payloads or software be integrated?
3. Identify any specific interfaces, standards, or reference architectures implemented within your design.
4. Describe your approach to on-board data processing and autonomy. What functions can the aircraft perform without direct operator intervention?
Section D: Manufacturing, Scalability & Affordability
1. What is your current and maximum potential production capacity (units per month/year)?
2. Provide a Rough Order of Magnitude (ROM) cost for your proposed system at production quantities of 10, 50, and 100 units.
3. What are the primary cost drivers, and what is your strategy for achieving affordability at scale?
4. Domestic Sourcing & Supply Chain Strategy: The Government's acquisition strategy will be shaped by the principles outlined in the White House's "Unleashing American Drone
Dominance" policy. Considering this, describe your company's strategy to support a robust domestic industrial base. Your response should detail how your approach to design, manufacturing, and supply chain management minimizes or eliminates reliance on components sourced from foreign adversaries.
5. Identify any critical components that are currently only available from foreign sources and assess the risk (e.g., cost, schedule, security) associated with that dependency.
Section E: Sustainment & Product Support
1. Warranty Approach: Describe your standard commercial and/or government warranty offering for a system of this nature. Please include typical warranty duration, coverage details (e.g., parts, labor, technical support), and any options for extended warranty coverage.
2. Maintenance Concept: Describe your recommended maintenance concept for this system at the organizational level. What common failures can be addressed by operators in the field?
3. Training: Describe the training you would propose for a new equipment training course for both operators and maintainers.
Section F: Acquisition Strategy Recommendations
1. What contract type (e.g., FFP, CPFF) and incentive structure do you recommend for a future effort?
2. Please provide feedback on any aspect of this RFI or our notional approach that could be improved to encourage innovation and allow the Government to acquire the most effective, best-value solution.
