STATEMENT OF OBJECTIVES

Bureau of Medical Services

Interactive Health Literacy Portal (IHLP) Program

1. GENERAL: This is a non-personnel services contract to provide an Interactive Health

Literacy Portal (IHLP) Program accessible to the department’s workforce throughout the world.

The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Instruction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform web-based health and wellness education as defined in the high level and performance objectives except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Bureau of Medical Services (MED), Office of Occupational Health and

Wellness (OHW) provides a Wellness Program for Department employees with extensive health education opportunities to include physical activity classes as well as informational and promotional sessions that teach and promote positive behaviors related to all aspects of comprehensive health. This program has proven to be very successful in terms of both participation and participant satisfaction indicators.

To respond to past and potential new realities presented by pandemic diseases and world-wide distribution of employees these practices and initiatives need to be provided in a virtual format to maximize participation and satisfaction of our workforce regardless of their work location. Our employees are reliant on these opportunities of guided physical activity programming and instruction on physical activity, but also education and practices to mitigate other health related behaviors. We believe that provision of these resources helps mitigate stress and empower employees to effectively manage the new realities of their work/workspace in a time of continued uncertainty.

In the recent past, all in-person wellness classes to include martial arts, yoga, other physical activities, and health education seminars had been suspended in accordance with COVID -19 related guidance and has not been reinstated as more employees returned to the physical workplace in the

National Capital Region. Our employees are reliant on these opportunities for guided instruction and physical activity as well as other behaviors. Suspension of these resources increased stress and limited opportunities for employees to effectively manage the new realities of their work/workspace in a time of uncertainty.

To mitigate the situation, the MED Wellness Team is increasing virtual communication with employees and providing limited free exercise instructional videos as an alternative to utilize in their alternate workspaces. However, the free and public-use options are not a permanent solution, nor have they produced to the professional quality our employees need for safe and effective exercise and educational experiences. Purchase of a virtual comprehensive health and wellness platform or similar solution commercially will enable the program to provide safe, effective, and evidence-based instruction that our workforce has come to expect and rely on to maintain their wellbeing, and ultimately productivity wherever their workplace is located.

Expansion to an online resource is not a knee-jerk response to the past pandemic or the current situation, but one that was originally planned and requested to build our capacity to provide these services to our overseas employees and families.

1.3 Objectives:

• The Solution should address this concern for our organization: How do we progressively and permanently improve the health and well-being of our employees with a portable, globally accessible, user-friendly platform?

• We anticipate a perpetually current, evidence-based, multi-lingual health and wellness solution with comprehensive services (online and/or in person) to include individual and group risk assessment, risk mitigation, motivation, strategy, and educational resources.

• As our organization will be a consumer of data collected, we anticipate the solution will offer individual and group qualitative and quantitative data management and interpretation services that meet all required specifications for data protection and have an Authority to Operate (ATO) within the Department infrastructure.
