About this file

This is a Request for Information (RFI) from the Department of Veterans Affairs Technology Acquisition Center Austin seeking market research on commercially available Human Resource Service Delivery (HRSD) Software as a Service (SaaS) solutions. The RFI is for planning purposes only and does not constitute a binding solicitation or commitment to award a contract. Responses are limited to 10 pages, must not include marketing materials or generic capability statements, and are due by 3:00 PM EST on February 20, 2026, submitted via email to the identified contracting officers and contract specialists. Vendors must include company information (name, address, contact details, DUNS number, business size/status, NAICS code, and socioeconomic data) and provide capability summaries addressing seven key requirement areas.

The government is seeking a FedRAMP-certified moderate-level or above SaaS platform requiring no more than 30 percent configuration, with modules covering talent acquisition, onboarding/offboarding, HR forms, helpdesk services, and AI-enabled virtual agents. The solution must support scalability for over 400,000 users, integrate with VA's existing HR Smart system and other platforms, provide low-code development capabilities, and deliver data accessible for reporting within 24-hour refresh cycles. Vendors must address pricing for enterprise solutions exceeding 400,000 licenses, including tiered or volume-based options, implementation costs, and pricing adjustments for VA-hosted environments. This RFI is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) in accordance with VAAR 852.219-73, with contractors required to comply with the 50 percent subcontracting limitation to non-SDVOSB firms. The NAICS code is 541519, and respondents are encouraged to note their relevant contract vehicles (GWAC, FSS, or MAC) in their submissions.
