About this file
This is a Request for Information (RFI) issued by Military Sealift Command (MSC) to identify potential sources for ABS-classed HAZMAT storage modules designed as standard ISO 20-foot containers. MSC operates a fleet of 14 T-AKE Class ships, each equipped with four identical HAZMAT storage modules installed on weather decks that have reached end-of-service life. The agency seeks replacement modules that meet American Bureau of Shipping Marine Vessel Rules and 46 CFR requirements for paint lockers on SOLAS-certified, ABS-classed cargo ships. Responses are due by February 5, 2026 at 1:00 p.m. EST to james.l.parker2.civ@us.navy.mil.
The replacement modules must be standard ISO 20-foot containers (8' wide x 20' long x 9.5' high for high-top or 8.5' high for standard) with doors at one end and externally mounted components at the opposite end, with no protrusions on long sides. Required design features include fixed total-flooding firefighting systems with manual actuation interlocked to ventilation systems, fire detection system junction boxes, heating and cooling systems, 24-inch-deep shelving along both sides for segregated HAZMAT, and maximum power consumption of 50 full-load amps. Design drawings and supporting calculations require ABS approval before fabrication begins. Respondents must provide company information, CAGE code, business size classification, capability statements detailing prior shipboard module projects for ABS/USCG-compliant vessels, alternative solutions, Rough Order of Magnitude pricing for four modules (one shipset), 16, and 56 modules, estimated design and fabrication timelines for each quantity level, and questions or considerations for MSC. This RFI is for market research and fleet-wide replacement planning; submission of capabilities statements is not mandatory but will assist the government in assessing organizational capacity. The government will not pay for information received.

Request for Information
1. PURPOSE: Military Sealift Command (MSC) seeks to identify potential sources for Standard ISO containers outfitted to store flammable material (including paint) onboard USCG certificated, ABS Classed Cargo Ships. Sources sought include Commercial Off The Shelf (COTS) options and custom design and fabrication.
Reference: FAR 52.215-3 – REQUEST FOR INFORMATION OR SOLICITATION FOR
PLANNING PURPOSES (OCT 1997)
(a) This RFI is issued for the purpose of: Conducting market research to identify capable sources for ABS-classed HAZMAT storage modules and obtaining Rough Order of Magnitude (ROM) pricing and lead times for fleet-wide replacement planning.
2. BACKGROUND: MSC’s operates and maintains a fleet of 14 T-AKE Class ships. These ships each have four (4) identical HAZMAT storage modules installed on the weather deck. The modules have reached the end of their service life and MSC is planning for their replacement.
The replacement modules need to meet American Bureau of Shipping (ABS) Marine Vessel Rules (MVR) and 46 CFR (Code of Federal Regulations) requirements for paint lockers installed in ships that carry SOLAS Certification and are ABS classed as Cargo Ships.
3. CRITERIA:
a. New modules should have the same general layout as the existing modules, with a door installed at one end, externally mounted components installed at the opposite end. The long sides cannot have protrusions. See figures (1) and (2).
b. New modules should be standard ISO 20’ Containers (high top and/or DNV containers preferred) with dimensions of 8’ wide x 20’long x 9.5’ high (high top) or 8.5’ high (standard) and will be secured to the deck by their corner castings.
c. These containers are not considered Portable Industrial Modules (PIMs) but must meet the same requirements that a flammable material storeroom in an interior shipboard space must meet.
d. The modules will receive power from the ship and should not exceed 50 full load amps in normal operation.
e. The modules require a fixed, total-flooding firefighting system that is actuated manually, and interlocked with the ventilation system to secure power and close the fire dampers.
f. The modules require a junction box for connection to the shipboard fire detection system and local alarms. The modules will carry properly segregated HAZMAT on shelves.
They will not carry barrels and do not require a spill containment sump.
g. Design drawings and supporting calculations will need to be approved by American Bureau of Shipping (ABS) prior to start of fabrication and the design must include:
i. Heating and cooling
ii. Fire detection and suppression
iii. Shelving 24” deep along both sides
4. RESPONSES: Responses to this request for information should include the following:
b. Company name, address, point of contact name, phone number, and email address.
c. Contractor and Government Entity (CAGE) Code.
d. Other Government vehicles (contracts) that MSC may issue orders for the required services. (ie. GSA, etc.).
e. Size of business - Large Business, Small Business, Small Disadvantaged Business, 8(a) Hubzone, Woman-Owned Business, Veteran-Owned and/or Service- Disabled Veteran-Owned Business.
f. Capability statement displaying the following:
i. Description of previous projects for shipboard modules installed on ABS classed OSVs, cargo ships or tankers including Portable Accommodation Modules (PAMs), Portable Industrial Modules (PIMs) or any other modules that were designed and constructed in accordance with ABS/USCG requirements.
ii. Alternative solutions proposed
iii. Rough Order of Magnitude (ROM) cost estimate for procurement of four identical modules (one shipset) and estimated price breaks for a larger order of 16 or 56 modules.
iv. Estimated number of weeks required to design and to fabricate 4, 16 and 56 modules.
v. Questions or considerations MSC should address.
5. Please provide your response to this Request for Information notice by 5 February 2026/1:00 p.m. time (EST) to e-mail address james.l.parker2.civ@us.navy.mil. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government as to the extent of your organizations capacity to meet this procurement.
The Government is not obligated to and will not pay for any information received.
