STATEMENT OF WORK

1.0 INTRODUCTION/BACKGROUND

1.1 The Uniformed Services University of the Health Sciences (USUHS) is the Nation's federal health sciences university and committed to excellence in military medicine and public health during peace and war. USUHS does not own or operate an EPA-permitted Treatment, Storage or Disposal Facility, but instead is a large-quantity generator of hazardous/acutely-hazardous wastes with its own Environmental Protection Agency (EPA) Generator ID Number; accumulating hazardous/acutely hazardous wastes on site in compliance with Code of Maryland Regulation (COMAR) 26.13.03.05E and/or other local, state, or federal statutes, regulations.

As a medical school that includes several multi-disciplinary research laboratories, USUHS has hazardous/acutely hazardous and regulated wastes which generally consist of excess/surplus/spent laboratory chemicals (usually in small quantities ranging from grains/milliliters up to one gallon or five - liter bottles) and bulk waste solvents/oils from laboratories or support service units (usually in containers of five gallon (5 gal.), fifteen gallon (15 gal.), thirty gallon (30 gal.), and fifty-five gallon (55 gal.) volumes).

1.1.1 USUHS' representative waste and services required include but are not necessarily limited to transportation and disposal of chemical waste, spent and unspent chemicals, non-hazardous waste, universal waste, and possible services are as follows:

• Testing unknown chemicals for proper waste classification.

• Packaging and sorting of wastes, including providing appropriate containers and qualified personnel.

• Spill clean-up of hazardous waste or universal waste.

• Post spill decontamination/containment clean-up of vermiculite or other drying/containment material.

• Post spill decontamination/containment clean-up of vermiculite or other drying/containment material.

1.2 Hazardous and acutely hazardous wastes are rigidly regulated by the Environmental Protection Agency (EPA) and in Maryland by the Maryland Department of the Environment.

1.2.1 Extreme safety and health implications are involved in the administration, supervision, handling, packaging, labeling, marking, placard, transportation, storage and regulatory disposal of hazardous/acutely- hazardous and/or regulated material, substance, and waste chemicals.

1.2.3 USUHS considers strict compliance with all local, state, and Federal regulations

(including obtaining, maintaining, and complying with all relevant, applicable, and appropriate codes, licenses, ordinances, registrations, resolutions, and operating permits) to be a critical performance requirement in the satisfactory completion of this Statement of Work, thereby protecting human health, property, and the environment.

3.1.1 Exhibits one or more of the characteristics of a hazardous waste, such as, ignitability, corrosive, reactivity, or toxicity/toxicity characteristic leaching procedure (i.e., if testing confirms that the waste is hazardous);

3.1.2 Is inherently waste-like (i.e., contains toxic constituents not found in raw materials or products and thereby posing a substantial risk to health or the environment;

3.1.3 Is listed as a hazardous and/or an acutely hazardous waste;
