THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. The RFI does not commit the Transportation Security Administration (TSA) to contract for any supply or service. The TSA is not at this time seeking proposals. Responders are advised that the TSA will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. I. PURPOSE
The TSA is issuing this combined Sources Sought/Request for Information (RFI) to increase industry’s understanding of TSA’s requirements for property management services to Deployment and Sustainment Division/Operations Branch in support of Acquisition Program Management (APM). Through this RFI, TSA seeks to improve its understanding of market capabilities, identify qualified vendors that are capable of providing property management services to APM, and to accept ideas on how to efficiently and effectively compete these requirements.
The information obtained through this RFI will be used in the development of an RFP to be released in Fiscal Year 2025.
II. BACKGROUND AND OBJECTIVES
TSA was established as a result of Public Law 107-71, Aviation and Transportation Security Act.
TSA is charged with the mission of protecting the Nation’s transportation systems to ensure freedom of movement for people and commerce. The TSA Acquisition Program Management (APM) manages the acquisition lifecycle framework of all Transportation Security Equipment (TSE) within the national transportation infrastructure. The APM’s Deployment and Sustainment Division is responsible for management and oversight of TSE/peripheral throughout the system lifecycle.
TSA oversees financial property data of approximately 44,000+ TSE along with associated accountable property in about 430+ federal airports, plus multiple testing, (OEM) Original Equipment Manufacturers, Non-TSA facilities, and TSA training facilities. TSE/peripherals is deployed to both CONUS and OCONUS locations. The total screening system includes the use of technology and human resources to deter foreign and domestic terrorists and other individuals from causing harm or disrupting the nation’s transportation systems and/or its users.
APM’s Federal Government Property Administrator/Government Property Management Officer/Accountable Property Officer is currently overseeing all transportation security equipment (TSE) along with associated accountable property owned by the Federal Government.
Government Property is subject to Multiple audits from internal and external offices.
The TSE/peripherals are managed from initial contract award at locations with original equipment manufacturers (OEMs), staging, rigger warehouses, deployments, installations, maintenance service provider depots to final disposition/disposals (cradle to grave).
TSA requires technical services to analyze and evaluate the data submitted by the internal and external TSA stakeholders to the GPM. This data is used to verify financial property records are accurate, complete, and are meeting the required performance standard/acceptable quality level in their respective contracts. The contractor shall be penalized for not meeting the performance metric identified in the contract.
The objective of the property management services that TSA is seeking is to acquire technical services to assist the TSA/APM to manage TSE and associated accountable property from cradle to grave in the agency’s financial property systems, government paperwork and audits. The contractor will also be required to provide a quality assurance plan that will assess their team’s performance of their team who are responsible for managing the Federal property of TSA through the data analysis of the performance standard/acceptable quality level.
For additional information about the TSA mission, organization, locations, customer services, and current initiatives, vendors should refer to the DHS website at www.dhs.gov and the TSA website at www.tsa.gov.
