About this file

This is a Request for Information (RFI) issued by the Army Contracting Command Aberdeen Proving Ground (ACC-APG) on behalf of the Product Manager Soldier Maneuver Sensors (PdM SMS) to conduct market research on commercially available or near-production-ready handheld devices for the next-generation Nett Warrior End User Device (EUD). The RFI seeks to identify products and vendor capabilities to support the planned lifecycle replacement of the current EUD, with integration projected for Fiscal Year 2027 and fielding beginning in FY28. Responses should not exceed 15 pages excluding supporting documentation, and vendors must clearly mark proprietary information. All cost figures are estimates and create no obligation for either party. Responses will be reviewed by the PdM SMS technical team consisting of government and embedded contractor personnel.

Respondents must provide detailed specifications and documentation across eight technical categories: Connectivity (USB-C, LTE, Bluetooth, Wi-Fi, and 5G standards); Display (touchscreen operability with gloves, impact resistance, screen specifications, and brightness in nits); Environmental (IP68 and MIL-STD-810H compliance with testing documentation); Ruggedness (shock, drop, and vibration testing per MIL-STD-810H, including ballistic testing if available); Security/Data Enclave (NSA Commercial Solutions for Classified approval status); Battery & Power (capacity, charging time, and user-swappability); Performance (RAM, processor specifications, and AI integration capabilities); Electromagnetic Footprint (EMI testing per MIL-STD-461); Storage (internal capacity and expandable options); and Operating System (Android OS update plans and custom ROM support). Vendors must also propose detailed solutions describing modifications to commercial-off-the-shelf software and additional recommended features, and provide rough order of magnitude cost estimates for R&D quantities (3,500 units) and fielding quantities (35,000 units), including licensing fees, development costs, and maintenance support agreements. This RFI is for market research purposes only and does not constitute a promise to issue an RFP or award a contract.

1.0 Purpose

ACC-APG, on behalf of Product Manager Soldier Maneuver Sensors (PdM SMS) of the Capability Program Executive (CPE) Ground, Fort Belvoir, VA 22060, is issuing this Request for Information (RFI) to conduct market research on commercially available or near-production-ready handheld devices that can serve as the next-generation End User Device (EUD).

This RFI seeks to identify products and vendor capabilities that can meet the program's requirements for a planned lifecycle replacement of the current EUD. ACC-APG, on behalf of Product Manager Soldier Maneuver Sensors (PdM SMS) is seeking information from industry regarding available products to be used for Nett Warrior End User Device (NW EUD) as a component of PdM SMS’s Nett Warrior System. The intent of this notice is to understand potential hardware solutions and serve as a basis for a set of technical requirements for the system component. The Government is not imposing a page limit to the response; however, to assure each response receives proper consideration it is recommended that the size should not exceed 15 pages (not including supporting documentation). Data submitted in response to this RFI may be utilized to develop and document a formal request for proposal (RFP). To prevent inadvertent disclosure, vendor responses shall clearly mark individual data elements that are considered proprietary in nature. Also be advised, submitted responses and data for this RFI will be reviewed by the PdM SMS technical team which consists of both Government and embedded contractor support personnel. All cost figures provided as a part of this RFI will be considered an estimate and do not obligate the vendor or the Government in any way. This RFI is issued in accordance with FAR 15.201. Integration of a new EUD platform is projected to occur in Fiscal Year 2027 (FY27) to support fielding beginning in FY28.

Disclaimer: This is an RFI for market research purposes only and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not award a contract based on this RFI, nor will it pay for any information or administrative costs incurred in response to it.

2.0 Background

The Nett Warrior (NW) program provides dismounted leaders with enhanced situational awareness and command and control through an End User Device (EUD), which is a commercial-off-the-shelf Android OS-based smartphone. The NW EUD provides dismounted soldiers situational awareness (SA), intelligence on surrounding land formations, navigation in a tactical environment and communications from the tactical environment to command enterprise locations. The NW EUD utilizes the Tactical Assault Kit (TAK) software as its extensible map application to provide core capabilities. The primary mode of communication is an Army-approved tactical radio. In addition to connecting to transport devices for communications, NW operates on cellular networks (4G LTE/5G) and via Wi-Fi with additional devices being integrated into the NW base configuration, using the USB protocol. This requires a flexible, multi-modal EUD that can perform reliably in austere and contested environments. Supplementing the core map application are NW applications that extend system capabilities to provide Army legacy messaging, robust location services and enhanced security features. The NW EUD is the primary hardware for the Mobile Handheld Computing Environment (M/HH CE) and is accompanied by the NW Software Development Kit (SDK) to provide a standard, secure army interoperable platform for third-party application developers and the Army community members to build upon.

The NW program started fielding in FY13 and requires a replacement EUD as part of lifecycle sustainment. The NW program anticipates identifying and integrating the NextGen EUD platform in FY26 and will begin fielding in FY27-28.
