About this file
This Request for Information (RFI) is issued by the Iowa Department of Health and Human Services to solicit input from contractors and industry experts regarding restoration facilities and protective services for juvenile victims of human trafficking and commercial sexual exploitation. The Agency seeks information on existing and potential approaches to increase the availability of such services, including residential, community-based, mobile, regional, statewide, and interstate service models. The RFI was posted on September 30, 2026, with responses due by 2 PM on November 2, 2026. The initiative was directed by HF 1036, passed during the 2026 legislative session, which specifically mandates the development of a plan to expand services for juvenile victims who are not children in need of assistance and not otherwise involved in the juvenile court system. No site visits, bidders' conferences, or pre-qualification processes are scheduled as part of this information-gathering effort.
This RFI does not commit the Agency to any procurement, contract award, or vendor agreement. Responses are requested for informational purposes only to identify gaps and barriers in current services, evaluate potential expansion models, and develop actionable plans. The Agency has not predetermined a single facility type, geographic model, service array, or funding approach and welcomes information on the full continuum of services supporting safety, stabilization, recovery, and long-term well-being of victims. Respondents are not obligated to answer every question and may submit multiple responses prior to the deadline. All submitted information becomes the property of the Agency, which reserves the right to use ideas presented in responses. Respondents may request confidential treatment of portions of their responses through proper submission of Form 22, though pricing and budget information cannot be kept confidential.

1.2 Background.
Passed during the 2026 legislative session”, HF 1036 directed the Agency to develop a plan, in consultation with service providers that provide restoration services to victims of Human Trafficking, to increase the availably of Restoration Facilities and Protective Services for juvenile victims of Human Trafficking. The legislation specifically includes juvenile victims who, at the time of victimization, are not children in need of assistance and are not otherwise involved in the juvenile court system. The legislation also directs the Agency to consider developing a network with other states to provide housing outside Iowa for victims at risk of returning to the person involved in their trafficking.
The Agency is issuing this RFI to better understand the current service landscape, identify gaps and barriers, evaluate potential models for expansion, and obtain information necessary to develop an actionable plan. The Agency has not predetermined that a single facility type, geographic model, service array, or funding approach will meet the needs of all juvenile victims.
For purposes of this information-gathering effort, the Agency is interested in the full continuum of services that may support the safety, stabilization, recovery, and long-term well-being of victims. Respondents may address residential, community- based, mobile, regional, statewide, interstate, and other service approaches.
