About this file

This is a Response Template to a Request for Information issued by the Iowa Department of Health and Human Services regarding Restoration Facilities and Protective Services for Juvenile Victims of Human Trafficking (RFI# FWBPCWP27024). The RFI seeks information from contractors and industry experts on existing and potential approaches to expanding the availability of restoration services and protective services for juvenile victims of human trafficking and commercial sexual exploitation. Respondents are required to submit responses as electronic Microsoft Word-compatible documents via email to Issuing Officer Melanie Mathes at melanie.mathes@hhs.iowa.gov by November 2, 2026, at 2:00 PM. Responses should be concise, detailed enough for clear understanding, and respondents may submit multiple responses prior to the deadline, though subsequent submissions should include only new information. Respondents are not obligated to address every question but are encouraged to provide information addressing their organizational capabilities and service offerings.

The RFI requests comprehensive information across fourteen topic areas, including organizational experience serving juvenile trafficking victims, current service offerings (such as emergency housing, behavioral health treatment, case management, and vocational support), eligible populations and admission criteria, capacity metrics, unmet service needs and gaps, barriers to service expansion, interest in expanding services, protective practices, interstate referral participation, funding sources, workforce qualifications and recruitment challenges, and evidence-based or trauma-responsive practices. Respondents must exclude victim-identifying information, confidential case details, exact facility locations, and detailed operational security information from their responses. This RFI does not include pricing terms, set-asides, or incumbent contractor information, as it is an informational inquiry designed to assess the current landscape of juvenile trafficking victim services in Iowa and identify opportunities for expanding restoration and protective services.
