REQUEST FOR INFORMATION

Federal Trade Commission Security Entrance and Garage Entrance Barriers Office of the Chief Administrative Services Officer 06/09/2023

A. Description The Federal Trade Commission (FTC) in support of the Office of the Chief Administrative Services Officer (OCASO), Physical Security Branch is seeking information on contractors interested in and capable of supporting FTC requirements for obtaining architectural design, engineering, and construction services to support the physical security initiatives outlined in this RFI. The design and engineering services are needed for developing accurate specifications and construction documents/drawings. Design and engineering services can be separate from construction implementation services.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking quotes and will not accept unsolicited quotes. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.

B. Background A Facilities Security Assessment was performed by the Federal Protective Service (FPS) in 2022. The Assessment outlined two areas of concern at the FTC Headquarters building, (1) the need to reconfigure the main employee security screening entrance, and (2) install barriers at the 7th Street garage entrance.

Building History The FTC Headquarters building, located at 600 Pennsylvania Avenue, NW, Washington DC, was constructed in 1938. In September 1966 the FTC site was designated as a part of the Pennsylvania Avenue National Historic Sites, thus adding the site and associated buildings to the National Register of Historic Places. The FTC Building is one of several buildings within the Historic Site boundaries.

C. Scope Evaluate current FTC site conditions to develop and design construction drawings and specifications that address the following physical security related concerns indicated below. This includes recommending effective security products and equipment, along with providing detailed project cost estimates that correspond with the design and/or recommendations.

(1) Main Entrance Access Controls: Evaluate existing conditions and design a solution that restricts general access to the elevator lobby and corridor between the Main Entrance and Childcare Center (i.e., controlled access points) by considering the areas of concern noted below:

· FTC Personnel arriving and departing the facility

· Visitors/parents and/or FTC staff bringing/retrieving children to and from the Childcare Center

· Activities associated with the adjacent Micro Market (Self-service snack shop)

(See Security Circulation Analysis of FTC Lobby attached)

(2) Garage Entrance Barriers: Provide options for vehicle access barriers as you approach the garage doors, that would prevent a vehicle from striking the rollup garage doors prior to obtaining authorized access.

(3) Adjacent Egress Doors:

Review the current configurations of emergency egress doors located on Constitution Ave., opposite the main entrance and recommend solutions to increase safety in case of an emergency. For security reasons these doors are currently locked.

(4) Electronic Security Systems & Equipment:

Evaluate and recommend upgrades, where applicable, to reduce the size of the existing scanning equipment, and include stand-off considerations and hardening for protection against small arms.
