1. RFI OBJECTIVE

The General Services Administration (GSA), in partnership with the Joint Base Pearl Harbor-Hickam (JBPHH), together the “Government,” is issuing this Request for Information (RFI) to obtain responses from the real estate services community including, developers, building supply companies and recycling & salvage firms who are potentially interested in relocating and/or reusing the building material components of the 33 single family bungalow style housing units located inside of JBPHH, O'ahu, Hawaii (Respondents). The Government will use the information from responses to this RFI for planning a potential Request For Proposal (RFP) and solicitation for a bid package.

The Government’s key objectives are to:

● Facilitate the preservation of the housing units by relocating them to alternative locations by new owners;

● Allow new owners to dismantle and remove the housing units’ components for reuse;

● Ensure safe reuse and recycling; and

● Perform in compliance with federal and state requirements, including any licensing or registration regulations.

The Government invites Respondents to submit ideas that could assist it in attaining its objectives.

The Government will not enter into a contract for sales or offsite removal as a result of this RFI. The Government intends to utilize the information from this RFI to identify and resolve concerns regarding the acquisition strategy, including proposed sales type, terms and conditions, and demolition plan and schedule; the feasibility of the requirement; the availability of reference documents; and any other industry concerns or questions. After review of the responses, the Government will determine if there is interest from Respondents to proceed with an open, competitive solicitation.

The Government will not reimburse Respondents for any expenses associated with responding to this RFI, though the Government sincerely appreciates Respondents' efforts and input. For additional information on the submission process, see Sections 9 and 10 of this RFI.

2. OVERVIEW

Most of Fort Kamehameha was built between 1908 and 1919 by the U.S. Army as coastal fortification.

The U.S. Army acquired the property through condemnation proceedings in 1907. Fort Kamehameha was established in 1909 as the Coast Artillery fort which guarded the naval base at Pearl Harbor and also was the Army's headquarters for O'ahu’s harbor defenses. When the first troops arrived in 1913, some of the batteries had been completed, but Congress had yet to appropriate funds for the cantonment. Post headquarters operated from the western magazine of Battery Hasbrouck, and the troops slept in tents until the quarters were built in 1916.

Fort Kamehameha was established in 1911 as an Army Coastal Artillery Post. A land exchange between the Army and the Air Force placed Fort Kamehameha in the hands of Hickam Air Force Base.

Hickam Air Force Base has owned and managed Fort Kamehameha as military housing until a joint base agreement between the Navy and the Air Force in 2010. Fort Kamehameha Historic District is now owned and managed by both the Navy and the Air Force under Joint Base Pearl Harbor-Hickam.

(JBPHH), O'ahu, Hawaii. The subject 33 single family bungalow style housing units located inside of JBPHH, O'ahu, Hawaii, were constructed in 1916 and have been vacant since 2008.

(See Exhibit A: Location Map and Exhibit B: Area Map.)

3. BUILDING SPECIFICATIONS

The subject 33 single family bungalow style housing units were constructed in 1916 as one story, wood-framing, with U shaped floor plans ranging in size from 2,600 square feet to 4,000 square feet.

The houses combine some of the refined Craftsman-style details with the single wall, board-and-batten construction typical in plantation housing of Hawaii. The pitched roofs, U Shaped plan around an open courtyard, and large screened areas show how Army houses were adapted to tropical living by the integration of interior and exterior spaces. The screened lanai and hallway areas created a continuous indoor and outdoor circulation, as well as excellent cross-circulation throughout the house.

There are two types of house plan layouts:

Smaller Corner-Entry Plan (Type 1) There are 29 houses of this design in the Fort Kamehameha neighborhood. The main entry is into a lanai that was originally screened but is now typically enclosed with jalousies or other windows. The plan is U-shaped, with the living and dining rooms in the middle of the house. One wing contains the kitchen, pantry, servant’s and utility areas, while the other wing has three bedrooms and a bathroom. Additional alterations in these smaller houses include removal of the wall between the storeroom and the adjacent servants’ quarters to create one larger room, and conversion of an original shower to closet space.

Larger Center-Entry Plan (Type 2) Four houses have this larger U-shaped plan. The front entrance leads into a central lanai, which was originally screened on the front side and has windows facing the central back courtyard. One side wing of the house contains the living room, dining room, pantry, kitchen, servant’s quarters with two bedrooms, and utility spaces. The opposite wing contains four bedrooms and two bathrooms. The bedrooms are accessed by a hallway along the courtyard that was originally screened.

(See Exhibit C: Floor Plan and Exhibit D: Inventory List)

4. NATIONAL REGISTER-ELIGIBILITY

Fort Kamehameha, also known as the “Fort Kamehameha Historic District” is eligible for listing on the National Register of Historic Places (NRHP) in accordance with Section 110(a)(2) of the National Historic Preservation Act (NHPA). Fort Kamehameha Housing located on JBPHH are considered historic structures under the National Historic Preservation Act (NHPA).

Fort Kamehameha Historic District is the only coastal fortification in Hawaii that preserves a portion of the original elements of both the coastal defense system and the accompanying Army post. Fort Kamehameha Historic District embodies the distinctive characteristics of an Endicott/Taft period (1886-1917) coastal fortification distinguished by the Endicott period batteries and the Taft period accessories such as fire control towers, searchlights and general electrification. Thirty-six officers' quarters were originally constructed by the Army there in 1916 and ca. 1921. The remaining subject thirty-three housing units are significant for their integration of Craftsman style detailing with regional design to produce buildings with a contemporary look which were well adapted to the Hawaiian tropical climate.

If the future owners interest in nominating any individual housing to be listed in the Hawaii Register of Historic Places, please visit https://dlnr.hawaii.gov/shpd/home/state-register/ for additional information and guidance. Listing on the Register of Historic Places provides formal recognition and documentation of a property’s historical, architectural, or archaeological significance. It also provides opportunities for property owners to take advantage of specific preservation incentives.

5. ASBESTOS AND LEAD ASSESSMENT

JBPHH completed an Asbestos Containing Materials (ACM) & Lead in Paint assessment of the 33 subject housing units in 2022. The report is available as attachment. Here is the summary of the assessment/inspection report. The interested parties are invited and urged to review the report prior to submitting a response.

Asbestos

● Sampled suspect asbestos containing materials (ACM) in 4 units (3320, 3329, 3349 & 3359) to determine what materials were classified as ACM and non‐ACM. The analytical results of the samples collected from the 4 units were utilized to develop a sampling plan for the remaining 29 units. Roof vent mastic was identified under the vent pipe lead boots in all 4 units sampled. The roof vent mastic was assumed to contain asbestos on the remaining 29 units. ACM vinyl floor tile/mastic, floor vapor barrier, and fiber board were identified in 1 or more of the 4 units sampled.

● Sampled suspect asbestos containing materials in the remaining 29 units. ACM was identified in all 29 units inspected. ACM identified in 1 or more of the units inspected includes:

a. Vinyl Floor Tile and Associated Mastics

b. Sheet Vinyl Flooring

c. Floor Vapor Barrier and Associated Mastics under Plywood Sub Floor

d. Floor Vapor Barrier and Associated Mastics on Original Hardwood Flooring

e. Exterior Wall Caulk

f. Fiber Board (Hot Water Heater Shed)

g. Roof Vent Pipe Mastic

Lead

● Sampled paint to determine total lead concentrations. 15 representative paint samples were collected from multiple building material components. The laboratory analytical sample results indicate, lead containing paints and lead based paints are present on interior and exterior painted building components.

6. TRANSACTION METHODS: RELOCATION / DECONSTRUCTION

The Government would like to work with the interested parties to explore potential alternatives for disposal of the housing units using the following methods, preference in descending order: A) relocation for use off-site, and B) deconstruction and salvage.

RELOCATION The first option for reuse of the housing units is to relocate the buildings to a new location. Entities removing the structures and/or assuming ownership in the new location will comply with all applicable local, state and federal regulations for relocation and reuse, and be responsible for all costs associated with relocation.

DECONSTRUCTION / SALVAGE The second option for the reuse of the housing units by recycling & salvaging the materials from the housing units. Deconstruction will entail the dismantling of the structures in order to re-use and recycle building material components. The structure shall be carefully disassembled by hand, or sometimes with the assistance of a machine. This allows most reusable materials (fixtures, flooring, lumber, bricks, etc.) to be salvaged. Items that cannot be reused or recycled are to be disposed of appropriately.

Regardless of the transaction option, entities shall assume full responsibility for the structures and remove them entirely from the site. All salvage and removal operations shall be conducted in a safe and workmanlike manner. All utility lines shall be capped off. Entities will be required to remove from the site all materials and/or debris resulting from the removal of the building and cleanup of the site to a “rake clean” condition to the satisfaction of the Government. Travel of wide loads via public roads shall be accomplished in compliance with all traffic regulations and any required permits.
